a. Approve and authorize the Director of Health Services or designee to execute a Standard Agreement with the Neurosequential Model Network, LLC to provide education to behavioral health psychologists in the Neurosequential Model of Therapeutics and to provide access to the clinical assessment tool developed by NMN in the amount of $32,000 for FY 2024-25; $12,000 for FY 2025-26; and $6,000 for FY 2026-27 for a total Agreement amount not to exceed $50,000 for the term beginning upon the date of execution through December 31, 2027; and
b. Accept the recommendation of the Director of Health Services or designee regarding modifications to the ‘Insurance Requirements’ and ‘Royalties and Inventions’ provisions in the Agreement; and
c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments to the agreement that do not exceed 10% ($5,000) of the original agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount over $55,000.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a Standard Agreement with the Neurosequential Model Network, LLC to provide education to behavioral health psychologists in the Neurosequential Model of Therapeutics and to provide access to the clinical assessment tool developed by NMN in the amount of $32,000 for FY 2024-25; $12,000 for FY 2025-26; and $6,000 for FY 2026-27 for a total Agreement amount not to exceed $50,000 for the term beginning upon the date of execution through December 31, 2027; and

SUMMARY/DISCUSSION:
The Mental Health Services Oversight and Accountability Commission awarded the County a Mental Health Student Services Act (MHSSA) grant to build infrastructure for mental health systems at identified school districts and increase staff social emotional capacity and understanding of mental health issues in students. The services provided to meet these goals are done in partnership with community-based agencies, specialists in relevant fields, and trainers in essential areas related to the goals of the grant, including the Neurosequential Model of Therapeutics. This is a neurodevelopmentally informed, biologically respectful perspective on development and functioning. Clinical psychologists trained in this model will support the work of the MHSSA grant by assisting staff in understanding how childhood experiences impact their ability to flourish and learn. Standard Agreement Section 10.05 - Royalites and Inventions was modified to allow Contractor to retain rights over copyrighted materials.
This work supports the following the County of Monterey Health Department 2025-2028 Strategic Plan Initiative: 3. Provide exceptional person-centered care through accessible, community-focused health services. It also supports the ten essential public health services, specifically: 8. Build and support a diverse and skilled public health workforce.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller have reviewed and approved this agreement as to legal form, insurance, and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Mental Health Student Services Act (MHSSA) Grant (100%). The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2024-25 Adopted Budget. The funds for this Agreement for FY 2025-26 and FY2026-27 will be included in the respective Health Department Health (HEA012, Unit 8410) FY 2025-26 Requested Budget.
