RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Director of Health to execute a three fiscal year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with FamiliesFirst Inc. Residential Treatment Program in the amount of $557,421 for FY 2015-16, $557,421 for FY 2016-17, and $557,421   for FY 2017-18 for a total Agreement amount of $1,672,263; and

b.                     Authorize the Director of Health to sign up to three (3) future amendments to this agreement where the amendments do not exceed 10% of the maximum Agreement amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This new Mental Health Services Agreement with FamiliesFirst Inc., replaces Agreement A-12414 which expires on June 30, 2015.  FamiliesFirst Inc., Residential Treatment Program will provide mental health services to three (3)  Monterey County youth in accordance with the client's individual education plan and other identified needs. Services will include mental health services, crisis intervention, medication support, case management, Group Home RCL 14 Board and Care, and therapeutic behavioral health services as required by the treatment plan. The goal of the program is to reduce inappropriate behavioral and/or psychiatric symptoms to a level of care whereby the youth can return home or move to a lower level of care.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B) and an additional defunding provision (Section IV.D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction or termination of funding.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative:   3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically:  7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and County Counsel have reviewed and approved this Agreement as to fiscal provisions and legal form, respectively.  This Agreement is on file with the Clerk of the Board.

 

FINANCING:

This Agreement is funded by Early Periodic Screening, Diagnosis, and Treatment (16%), Federal Financial Participation (20%), Realignment (4%), and Special Education Local Plan Area (SELPA) (60%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for this Agreement for FY 2015-16 ($557,421) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Requested Budget.  The funds for this Agreement for FY 2016-17 ($557,421) and FY 2017-18 ($557,421) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
