RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health Services or designee to execute a non-standard Agreement with BT Mancini, Inc. for the provision of comprehensive preventative maintenance and general servicing upon request, and on an as-needed basis for operable wall partitions at the various Health Department locations, for a total Agreement amount of $20,000 with a term upon execution through April 30, 2028;

SUMMARY:

The County of Monterey Health Department is requesting approval of a non-standard Agreement with BT Mancini, Inc. for comprehensive preventative maintenance and as-needed servicing and repair of operable wall partitions at Health Department locations, including the multipurpose meeting room at the Alisal Integrated Health Center. Approval of this Agreement will ensure the continued safe, reliable, and functional operation of these movable wall systems while supporting uninterrupted use of meeting and community spaces.

 

DISCUSSION:

The multipurpose meeting room at the Alisal Integrated Health Center is a flexible, shared space used for staff meetings and trainings, community functions, and health education events, and is regularly reserved by community organizations. The room is divided by a Corflex operable wall partition (movable wall) system, which allows the space to be reconfigured to accommodate gatherings of varying sizes. Ongoing preventative maintenance and repair are necessary to keep the partition system operating safely and reliably.

 

Routine preventative maintenance and as-needed servicing are essential to ensure the operable wall partition system remains safe, reliable, and fully functional. Proper maintenance helps minimize equipment failures, extends the useful life of the partition system, and reduces the risk of service disruptions that could impact Health Department operations and community use of the facility.

 

BT Mancini, Inc. is the only vendor in the region that services Corflex operable wall partitions. This Agreement establishes a preventative maintenance and general servicing arrangement, performed on an as-needed basis, to ensure the continued safe and functional use of these spaces.

 

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals: Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services, and Deepen Organizational Effectiveness and Support Long-Term Sustainability. It also supports the following essential public health services, specifically: inform, educate, and empower people about health issues; and mobilize community partnerships and action to identify and solve health problems.

 

OTHER AGENCY INVOLVEMENT:

The Offices of County Counsel, Risk Management, and Auditor-Controller have reviewed and approved this Agreement as to legal form, non-standard indemnification provisions, and fiscal provisions, respectively.

 

FINANCING:

There will be no impact to the General Fund from approval of this action. There are sufficient appropriations in the Health Department’s Fiscal Year (FY) 2026-27 Adopted Budgets for the Administration, Behavioral Health, and Clinic Services Bureaus (1001-HEA100-400001, 1310-HEA103-400005, and 1001-HEA106-400008 respectively). For the FYs out, provisions will be made in the Requested Budget for the appropriate year.
