Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a Standard Agreement with Treatment Innovations, L.L.C. for the “Seeking Safety” model training and consultation services to Monterey County Health Department Behavioral Health Bureau for a total Agreement not to exceed $11,836 for the term beginning April 23, 2019 through June 30, 2020; and

b.                     Approve the modified insurance provisions in the Agreement, as recommended by the Director of Health; and

c.                     Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($1,184) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Treatment Innovations offers the “Seeking Safety” model training.  “Seeking Safety” is an evidence-based,  <https://www.treatment-innovations.org/cdevid-summary-ss.html> present-focused counseling model to help people attain safety from trauma and/or substance abuse.  “Seeking Safety” has been successfully implemented for many years across vulnerable populations including homeless, criminal justice, domestic violence, severely mentally ill, veterans, and others.

 

Treatment Innovations will provide training to the Behavioral Health Bureau clinical staff and its contract providers on the use of the “Seeking Safety” model.  This training will consist of introductory to advanced topics of “Seeking Safety” training and consultation

 

The Contractor has provided proof of Commercial General Liability and Endorsements and Workers’ Compensation insurance as required by the County.  The Contractor also provided the Professional Liability insurance; however, at reduced limits of liability.  The Contractor does not have any company vehicles and uses Uber and/or Lyft to transport the trainer.  Therefore, the Contractor cannot provide automobile liability insurance and applicable endorsements, as required by the County.  The Health Department recommends accepting the modification to the Professional Liability and Automobile Liability Insurance requirements as the Contractor shall not provide direct client services nor transportation to clients or County staff.

 

This work supports the Monterey County Health Department 2018-2022 strategic initiative(s):  4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs.  It also supports the following of the ten essential public health services, specifically: 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and the Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions, respectively.  However, Risk Management cannot accept the non-standard insurance modification.

 

FINANCING:

This Agreement is funded by Federal Funding Participation (FFP) and Realignment funds, which are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2018-19 Adopted Budget.  The funds for this Agreement for FY 2019-20 will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2019-20 Requested Budget.
