Report
RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the addition of the Unincorporated Monterey County Roadway Striping Project to the approved Work Plan for Fiscal Year 2014-15;
 
b. Approve of an increase of $930,000 in estimated revenue and appropriations in the FY 2014-15 Adopted Budget for the Construction Unit 002-3000-8195-RMA012 for the Unincorporated Monterey County Roadway Striping Project (4/5th vote required); and
 
c. Authorize the Auditor-Controller to amend the FY 2014-15 Adopted Budget, for the Construction Unit 8195, Fund 002, Appropriation Unit RMA012 to increase estimated revenues and appropriations in the amount of $930,000 for the Unincorporated Monterey County Roadway Striping Project.
 
SUMMARY/DISCUSSION:
The proposed Unincorporated Monterey County Roadway Striping Project will replace the striping and markings on approximately 60 miles of County maintained road that has faded or are missing markings as outlined in the attached List of Affected Road Segments.  On November 4, 2014, the Board of Supervisors approved the Local Agency Funding Allocation Agreement (Attachment 1) between the Transportation Agency for Monterey County (TAMC) and the County.  This agreement includes the terms and conditions applicable to the County when receiving funds from the TAMC for the designated projects.  Exhibit A of this Agreement incorporates the project list which identifies the allocation of $930,000 for the "Unincorporated Monterey County Roadway Striping Project" approved by TAMC on August 27, 2014.
 
Approving the funding is exempt from CEQA pursuant to section 15262 of the CEQA Guidelines as accepting the funding is not a commitment to the project.  A portion of these funds will be used to complete the environmental review.  Staff will return to the Board to consider approval of the project itself and the Board would consider the environmental review at that time.
 
OTHER AGENCY INVOLVEMENT:
The Resource Management Agency-Public Works (RMA-PW) coordinated with TAMC on the approval of RSTP funds for the project.  
 
The Capital Improvement and the Budget Committees considered these actions at a regular meeting in December, 2014.  
 
FINANCING:
There is no impact to the General Fund.  This project was not included in the FY 2014-15 Work Plan or Adopted Budget.  The total cost of the project is $930,000 as outlined in the attached Project Budget.  It is fully funded using RSTP funds administered by TAMC.  The recommended action adds the Unincorporated Monterey County Roadway Striping Project to the Board Approved Fiscal Year 2014-15 Work Plan; increases the FY 2014-15 appropriations in Fund 002-3000-8195-RMA012 by $930,000, which will be offset with available RSTP funds; and authorizes the Auditor-Controller to incorporate the approved modification in the FY 2014-15 Budget.
