RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 3 to the Professional Services Agreement A-11549 with Staff Care, Inc. to provide Locum Tenens Physician/Psychiatric services. Amendment No. 3 extends the term from June 30, 2012 to June 30, 2015 and adds $75,000 for FY 12-13, and $75,000 for FY 13-14, and $75,000 for FY 14-15 for a revised total amount not to exceed $450,000.
SUMMARY/DISCUSSION:
Locum Tenens are licensed Physicians and Healthcare Professionals who are Board Certified or Board Eligible or have equivalent training and experience. Locum Tenens provide temporary medical services in accordance with applicable Federal, State, and County laws, rules and regulations, and policies. Locum Tenens are hired on a per diem rate applicable to the professional medical specialty which has been negotiated with Staff Care, Inc. The per diem rate is standard for this type of service and includes allowances for overtime, holiday, and on-call pay as listed in Amendment No 3, Exhibit A-3 Part 2: Payment Provisions.
The County of Monterey engages Physicians and Healthcare Professionals who provide Locum Tenens Psychiatry services in areas of critical medical need where sufficient permanent staffing is not available. This amendment will assure the provision of essential mental health and medication support services for consumers of the Behavioral Health Bureau during temporary absence of contracted psychiatrist.
It is critical that the County provide a continuity of mental health care pursuant to the requirements of the Bronzan-McCorquodale Act (California Welfare & Institutions Code Section 5600 et seq.), Part 2.5 of Division 5 of the California Welfare & Institutions Code, and Titles 9 and 22 of the California Code of Regulations. The Joint Commission requirements for the staff psychiatrist to client ratio on the Natividad Medical Center Behavioral Health Bureau Inpatient Unit make it essential that access to temporary physicians services on an as needed basis be available.
OTHER AGENCY INVOLVEMENT:
The Amendment to the Agreement has been approved by County Counsel as to legal form and Auditor-Controller as to fiscal provisions. The Contract/Purchasing Manager concurs with the Amendment to the Agreement terms. Amendment No. 3 to Agreement No. A-11549 is on file with the Clerk of the Board.
FINANCING:
Amendment No. 3 is financed by Realignment and Medi-Cal (Federal Financial Participation) funds. Funding for this Amendment No. 3 is included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2012-13 Requested Budget. Approval of this action has no impact on the County General Fund.
