RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts / Purchasing Officer or his Designee to amend the contract between the County of Monterey and Everbridge, Inc. effective February 1, 2016, to increase the amount of the contract in the amount of $15,250.00 plus taxes as applicable, and to expand the Scope of Services to allow for the purchase of the Everbridge Community Engagement feature, as requested by the Director of Emergency Communications.

SUMMARY/ DISCUSSION:

The Office of Emergency Services and the Department of Emergency Communications, in order to increase subscription to County and local agency emergency and non-emergency notification systems,  is requesting the addition of the Everbridge Community Engagement feature to the existing Scope of Services in the Agreement between the County of Monterey and Everbridge Inc.  The proposed extension of scope of services would expand user participation and provide enhanced opt-in features, social media integration, and mobile applications to receive real-time alerts and safety information from agencies.  This action will result in an expansion and addition to the current Everbridge Agreement, and not affect the existing services and scope of services performed pursuant to the terms of the Agreement. The Monterey County Emergency Communications Center (MCECC) Operations Board approved a one year implementation of the additional application on behalf of the member local public agencies participating in the use of the Center. On December 7, 2015, the MCECC Executive Board approved the one year implementation using current/existing funding available to the MCECC Operations Board.

 

Implementation of this additional application now will provide the County, cities and local agencies to be better prepared to alert residents during periods of severe weather and other times of need.

 

The existing Agreement term is through October 8, 2016.  The underlying term of the Agreement is not being modified.  The MCECC Operations and Executive Boards approved an additional allocation in the sum of $15,250.00 dollars to obtain this additional module, in addition to the existing $78,550.00 annual cost for the the existing services performed under the terms of the Agreement .  The Agreement is being modified by increasing the Agreement fiscal amount to reflect the cost of the additional services and to expand the terms to include a new provision to permit the use of widgets on the county webpage to facilitate the social media aspects of the additional services.

 

OTHER AGENCY INVOLVEMENT:

The MCECC Executive Board has approved this action on behalf of the member agencies.  The amendment to the Agreement has been reviewed and approved by the County Auditor, the Office of the County Counsel and the Information Technology Department.

 

FINANCING:

The additional cost will be funded within the current budget allocation; there is no additional impact to County General Fund by way of the recommended action.
