Report

RECOMMENDATION:

It is recommended the Board of Supervisors:

Authorize the Interim Chief Executive Officer for Natividad Medical Center (NMC) or a designee to execute Amendment No. 3 to the Agreement (A-17319) with META Dynamic, Inc. for the rental of neurosurgery equipment plus associated services, adding $200,000 for a revised total Agreement amount not to exceed $700,000, with no change to the term of April 15, 2024 through April 14, 2027.

SUMMARY:

Approval of this Amendment No. 3 will increase the funding under the Agreement with META Dynamic, Inc for intraoperative Image Guided Surgery (IGS) navigation equipment and technical support services. The Neuro Navigation system provided by META Dynamic, Inc. is utilized extensively by NMC’s neurosurgical staff to perform complex cranial and spinal procedures and additional funding is required to support current utilization levels through the remainder of the Agreement term.

DISCUSSION:

Intraoperative Image Guided Surgery (IGS) technology allows surgeons to perform procedures in surgical sites where normal anatomical landmarks may be obscured by tumors, infection, fractures, or previous surgeries. The use of IGS provides real-time navigation during surgery and has been shown to improve surgical accuracy while supporting positive patient outcomes, including reduced complications, increased disease removal, and decreased length of stay.

META Dynamic, Inc. provides the Neuro Navigation system, including the equipment, hardware, software, and technical support necessary to perform image-guided neurosurgical and spinal procedures. Digital patient imaging data from computed tomography (CT) and magnetic resonance imaging (MRI) studies performed at NMC are uploaded to the Neuro Navigation system in the Operating Room, enabling surgeons to identify critical anatomical structures and determine the most appropriate surgical approach. The system supports minimally invasive techniques through smaller cranial and spinal incisions, minimizing disruption to healthy tissue. Additionally, the VarioGuide™ universal instrument holder allows surgeons to accurately target preplanned trajectories throughout a procedure.

META Dynamic, Inc. delivers the Neuro Navigation equipment within twenty-four (24) hours of a scheduled surgery and provides on-site technical support during procedures. The equipment and services have become an integral part of NMC’s neurosurgical program and are utilized regularly in complex surgical cases. This amendment is necessary to increase the agreement amount to cover current utilization and ensure the continued availability of these specialized services for NMC patients.

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved this Amendment No. 3 as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. Amendment No. 3 has also been reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on July 10, 2026.

FINANCING:

The cost for this Amendment No. 3 is $200,000, which is included in the FY 2026-27 Adopted Budget. There is no impact on the General Fund with this action.

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS SECTION:

This recommendation supports the County of Monterey Board of Supervisors’ Health and Human Services Strategic Initiative by ensuring continued access to advanced surgical technology that enhances the quality, safety, and effectiveness of specialized neurosurgical and spinal procedures. Approval of this Amendment No. 3 will enable NMC to continue providing high-quality, patient-centered care through the use of image-guided surgical navigation technology, improving clinical outcomes and access to specialized services for Monterey County residents.
