RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Receive a report on Board Referral No. 2012.05 regarding a feasibility study of various alternatives for wastewater treatment for the Toro Community; and
b. Approve the recommendation to conduct the feasibility study.
SUMMARY/DISCUSSION:
On July 30, 2012, Resource Management Agency - Public Works (RMA-PW) provided to each member of the Board a written response to Board Referral No. 2012.05 regarding a feasibility study of various alternatives for wastewater treatment for the Toro Community. In the response, RMA-PW recommended a feasibility study be prepared by a firm with expertise in managing wastewater treatment systems. RMA-PW staff has identified an engineering firm on the Public Works' quality based selection on-call list that is familiar with the existing Toro Area Sanitary Sewer System and has experience in conducting feasibility studies of this nature. The feasibility study would include project management, attending meetings, as well as a Draft and Final Feasibility Study.
Based on an estimate received, it is anticipated the costs associated with conducting the feasibility study, including associated administrative costs will be approximately $10,000. The timeframe for completing the feasibility study would be four months after the County has awarded a contract.
If the outcome of this study results in the County creating a new County Sanitation District or Community Services District for the Toro Community, RMA-PW recommends including the costs incurred on this study to be recovered through the rate structure that would be established.
OTHER AGENCY INVOLVEMENT:
None.
FINANCING:
There were no funds identified in the FY 2012-13 Adopted Budget for the RMA to cover the costs associated with conducting this feasibility study, estimated at $10,000. If the Board directs the RMA to engage the study, RMA will work closely with its assigned CAO Budget and Analysis Analyst during the course of FY 2012-13 to determine if a budget modification will be required to increase appropriations for this effort. Should it be determined that RMA's approved budget is unable to fully absorb currently unbudgeted costs related to the feasibility study, a request for budget modification to maintain fiscal balance will be presented through the Board's Budget Committee prior to year-end. RMA will capture the expenditures specific to this activity in its RMA Administration Unit 8222, Appropriation Unit RMA013.
