Title: a. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Agreement No. A-14649 with the County of Santa Clara to provide confirmatory testing for specimens being tested for HIV, syphilis, blood lead levels, and other diseases or conditions, increasing the funds by $30,000 for a new Agreement amount of $60,000 extending the term an additional three years for a new term of July 1, 2019 through June 30, 2028; and

SUMMARY DISCUSSION:

The County of Monterey Health Department’s Public Health Laboratory (PH Lab) provides clinical and environmental testing to support the programs of the Health Department as well as hospitals, clinics, health care providers, private businesses, citizens, and local, state and federal authorities. The PH Lab also serves as the area’s Regional Laboratory for Monterey and San Benito counties. The laboratory performs testing to prevent and control communicable disease, rule out bioterrorism agents and identify contaminants in food and water, rabies virus in animals and rare and novel diseases, new strains of influenza and SARS-CoV-2 using lab tests that are not available in the private sector. The PH Lab also serves as the local infectious disease reference laboratory for local hospital laboratories. An Agreement with County of Santa Clara is necessary to provide confirmatory testing services for a small number of procedures that are not performed in the County of Monterey’s PH Lab. This Amendment extends the existing Agreement for an additional three years in order to sustain supportive services.

 

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals:

1) Build community power and partners’ capacity to increase equity and improve health; and

2) Provide exceptional person-centered care through accessible, community-focused health services. It also supports three of the ten essential public health services, specifically: 2) Investigate, diagnose, and address health problems and hazards affecting the population; and 8) Build and support a diverse and skilled public health workforce; and 9) Improve and innovate public health functions through ongoing evaluation, research, and continuous quality improvement.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

This agreement is funded 58% with Health Realignment and 42% with Health Realignment. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2024-25 Adopted Budget.
