RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve an Agreement for a Temporary Construction Easement (0.918 acres) between the County of Monterey and Orradre Ranch in Bradley, California (APN 424-101-020), in the amount of $1,000 for a Temporary Construction Easement for the construction of the Bradley Road Scour Repair Project, Project No. 3852;

b. Approve an Agreement for a Temporary Construction Easement (1.363 acres and 1.271acres respectively) between County of Monterey and Porter Estate Company Bradley Ranch, Inc., in Bradley, California (APN 424-101-021 and APN 424-101-008), in the amount of $2,000.00, for a Temporary Construction Easement for the construction of the Bradley Road Scour Repair Project, Project No. 3852; and

c. Authorize the Director of Public Works, Facilities and Parks to execute the Agreements for a Temporary Construction Easement on behalf of the County.

 

SUMMARY:

Approval of the Agreements for Temporary Construction Easements will provide Monterey County with the easements necessary to access and construct the Bradley Road Scour Repair Project.

 

DISCUSSION:

The Department of Public Works, Facilities, and Parks is proposing the Bradley Road Scour Repair Project (Project) to repair and buttress existing bridge piers that are being scoured by the Salinas River.  The Bradley Road bridge, originally constructed in 1930, is a two-lane bridge that crosses the Salinas River just north of the community of Bradley.  The Project is located near 0.1 miles (mi) east of Highway 101 and less than 0.8 mi north of the town of Bradley.  A Caltrans bridge inspection report identified the Bradley Road bridge as scour critical, indicating that the scour would erode the river bottom below the footings of Pier 19, 18, 17 and 16, and possibly to the pile tip during a major flood event.

 

Given the height of the bridge and limited access to the bridge piers, access across three (3) adjacent properties is necessary to construct the Project.  The temporary construction easements (TCE) will provide the necessary road and bridge right-of-way to construct the Project.

 

Associated Right of Way Services, Inc., (ARWS) performed the appraisals and conducted the right-of-way negotiations for the property.  The appraisals indicate that the just compensation due as of the valuation date of August 7, 2020 is $1,000 for each of the properties.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved the Agreements for Temporary Construction Easements as to form.

 

FINANCING:

The total estimated project cost, including engineering, environmental, right-of-way and construction is $3,933,141.  This project is listed in the FY 2020/21 5-year Capital Improvement Plan, as well as the FY 2020/21 Annual Work Program for Road Fund.  The project is largely funded by the Federal Highway Administration (FHWA) Highway Bridge Program (HBP) in the amount of $3,409,995.  The project is also funded by State Funds (Toll Credits) in the amount of $441,801 and Measure X Funds in the amount of $81,345.  There are sufficient appropriations adopted in the FY 2020-21 Road Fund 002, Appropriation Unit RMA012 budget to finance the right of way phase of the Project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project repairs an existing bridge by replacing concrete piles and footings to protect piers 16, 17, 18 and 19 of the existing bridge since Caltrans scour review identified the Bradley Road Bridge as scour critical that meets State standards. The recommended action supports the following Board of Supervisors’ Strategic Initiative:
