RECOMMENDATION:

It is recommended that the Board of Supervisors:

Adopt the executed side letter agreement with Service Employees International Union (SEIU) Local 521 (Units F, H, J, and K) to memorialize and implement negotiated provisions to the Memorandum of Understanding (MOU) regarding Sheriff’s Office Training Pay.

 

SUMMARY:

On June 2, 2026, the Board of Supervisors approved and authorized the Human Resources Department to execute a side letter agreement (Agreement) with Service Employees International Union (SEIU) Local 521 representing employees in units F, H, J, and K  to adopt  Sheriff’s Office Training Pay provisions into the existing MOU between the Parties. The recommended action formally adopts the Agreement as executed.

 

DISCUSSION:

In order to balance current operational need, staffing levels, and fiscal management, the Sheriff’s Office is implementing a temporary formal training assignment for Sheriff’s Records Specialist II (SRS II). Upon assignment, the incumbent will train other employees in the SRS classification series on higher-level duties, thereby providing greater operational readiness for employees to staff varying duty assignments as need arises, reducing existing reliance on overtime.  The Sheriff recognizes that such training assignments involve additional responsibilities beyond

the regular duties of the SRS II classification; therefore, the assignment also establishes a Training Pay differential paid during actual training time. 

 

The Parties met and conferred and memorialized their mutual understanding of the intent to formalize the Sheriff’s Office Training Pay in a side letter agreement. The agreed-upon provision will sunset on June 30, 2027. On June 2, 2026, the Board of Supervisor’s approved and authorized the Human Resources Department to execute the Agreement, which is now presented to the Board for formal adoption.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The Human Resources Department conferred with the Sheriff’s Office regarding this matter.

 

FINANCING:

Any costs associated with the recommended actions will be absorbed within the department’s budget.
