RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Director of Health to execute Amendment No. 3 to the multi-year (FY 2013-16) Mental Health Services Agreement A-12498 with Community Human Services to increase funding for services for FY 2015-16 from $913,717 to $950,267 (an increase of $36,550) for a revised total Agreement amount not to exceed $2,788,682.
SUMMARY/DISCUSSION:
Community Human Services (CHS) is an outpatient mental health provider for Monterey County residents. Currently they provide outpatient mental health services for approximately three hundred fifty (350) clients, multi-lingual parenting services to approximately three hundred (300) parents, mental health services to approximately forty (40) individuals with HIV/AIDS, forty (40) Gay, Lesbian, Bi-Sexual & Transgender (GLBT) individuals, to clients referred by the Department of Social Services, and approximately three hundred (300) runaway/homeless youth through the Street Outreach Program. These services are critical to meeting the goals and objectives of Monterey County’s mental health care which includes serving unserved and underserved populations. This Amendment No. 3 increases funding in FY 2015-16 due to a 4% cost of doing business increase for services.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B) and an additional defunding provision (Section IV.D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction or termination of funding.
This Work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative: 1) Empower the community to improve health through programs, policies, and activities. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and County Counsel have reviewed and approved Amendment No. 3 to Agreement A-12498 as to fiscal provisions and legal form respectively. This Amendment No. 3 to Agreement A-12498 is on file with the Clerk of the Board.
FINANCING:
Amendment No. 3 to Agreement-12498 is funded by Federal Financial Participation (60%), Realignment (35%), and Mental Health Services Act (15%) dollars fund this Agreement. The funds for this Amendment FY 2015-16 ($950,267) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Requested Budget.
