RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 7 to Alcohol and/or Drug Service Agreement A-14020 with Sun Street Centers for the provision of alcohol and drug recovery services in the amount of $585,785 for Fiscal Year (FY) 2020-21, for a new total Agreement amount not to exceed $16,304,410 for the full-term July 1, 2018 - June 30, 2021.
SUMMARY/DISCUSSION:
The County currently has Agreement A-14020 for a current contracted dollar amount of $15,718,624 with Sun Street Centers. This Amendment No. 7 adds $585,785 for FY 2020-21 for a new contract amount of $16,304,410. As part of the Monterey County Health Department, Behavioral Health Bureau’s Drug Medi-Cal Organized Delivery System (DMC-ODS) Waiver Implementation Plan, Sun Street Centers provides substance use disorder residential, outpatient treatment services and Proposition 47 grant funded services.
This Amendment No. 7 adds Proposition 47 grant funding for continued services in FY 2020-21 and adds one-time CARES Act Funds for FY 2020-21 to cover necessary expenditures incurred by Sun Street Centers due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19).
This Agreement contains the County’s standard 30-day “no cause” and termination for “cause” provisions (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This supports the Monterey County Health Department 2018-2022 strategic plan initiative: 1. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.
FINANCING:
This Agreement is funded by 41% Federal SABG, 12% Drug Medi-Cal, 22% State Funds Behavioral Health Sub Account, 12% AB 109, and 13% Other Non-State/Non-Federal funds. The funds for FY 2020-21 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Adopted Budget.
