RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement between County of Monterey and Centro Binacional para el Desarrollo Indigena Oaxaqueño (CBDIO) for the provision of Maternal Mental Health Prevention and Early Intervention program in the amount of $250,000 for Fiscal Year (FY) 2022-23 and $250,000 for FY 2023-24, for a total Agreement amount not to exceed $500,000 retroactive to July 1, 2022 through June 30, 2024; and

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($50,000) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY:

Centro Binacional para el Desarrollo Indigena Oaxaqueño (CBDIO) is one of several community-based agencies who submitted a response to the Health Department, Behavioral Health Bureau’s Request for Proposal (RFP) #10825 for Prevention & Early Intervention (PEI) Services funded by the Mental Health Services Act. PEI services focus on preventing the onset of mental health issues and/or providing early intervention treatment and referral services.  These programs must employ strategies for promoting access and linkage to treatment, improving timely access to services for underserved populations.

 

This proposed Agreement will provide Maternal Mental Health Prevention and Early Intervention services and supports which are designed to prevent Perinatal Mood and Anxiety Disorders (PMAD) from developing  and if present provide effective treatment .

 

DISCUSSION:

CBDIO was created in 1993 to serve the Indigenous migrant communities from the state of Oaxaca, Mexico that reside in California.  Their programs focus on working with Indigenous families providing orientations, trainings, counseling, and referrals that are culturally relevant. 

 

CBDIO will develop a Maternal Mental Health Prevention and Early Intervention (PEI) program to provide services to prevent PMAD. They will specifically target the Indigenous community in Greenfield and King City since currently there are no services addressing the Indigenous community, and it is at higher risk for PMAD. Greenfield and King City consist of a large population of undocumented, low-income women who do not qualify for Medi-Cal and consequently cannot access health care or therapeutic services.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2018-22 Strategic Plan Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by Mental Health Services Act Prevention and Early Intervention (MHSA PEI) revenues (100%).  The funds for this Agreement ($250,000) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2021-22 Requested Budget.  The funds for this Agreement for FY 2023-24 ($250,00) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2023-24 Requested Budgets.
