RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute an Agreement with the Monterey Bay Central Labor Council, AFL-CIO, a 501(c)(5) Labor Organization in the amount of $178,039.80 for the implementation of SB 18 Medi-Cal Renewal Services for the period of April 1, 2016 - December 31, 2016.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department recommends the approval of an Agreement for $178,039.80 with the Monterey Bay Central Labor Council (MBCLC) which will conduct   grant-funded Medi-Cal renewal services in partnership with Department of Social Services (DSS), with a special emphasis on reaching hard to reach populations throughout Monterey County. Through a Memorandum of Understanding (MOU) with DSS, the MBCLC will assign an employee to work directly with DSS staff to identify individuals needing to renew their Medi-Cal coverage. The MBCLC will then be charged with connecting with those individual and assisting them through the renewal process.

 

The MBCLC led the implementation of the initial aspects of AB 82 funded expansions to Medi-Cal outreach and enrollment. SB 18 is now the follow up to that work, ensuring that Monterey County residents who are eligible for Medi-Cal stay enrolled. The MBCLC has the experience required to implement this program expansion and is an expert in utilizing innovative approaches to access hard to reach populations needing assistance with renewing Medi-Cal.

 

The Department seeks approval for Agreement to have an effective start date of April 1, 2016.  Presentation of agreement for consideration was delayed due to lengthy negotiation process undertaken for establishing working agreements with the Department of Social Services, MCHD, and the State Department of Healthcare Services. 

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities. 2) Enhance community health and safety through prevention, and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality services. It also supports one or more of the ten essential public health services, specifically: 5) Develop policies and plans that support individual and community health efforts, and 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Health Department worked with the Department of Social Services in designing scope for meeting State Agreement deliverables.  County Counsel and Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions, respectively. This Agreement is on file with the Clerk of the Board. 

 

FINANCING:

This Agreement is funded 100% by an Allocation for Medi-Cal Renewal Assistance through the State of California Department of Health Care Services.  This Agreement is included in the Health Department's Fiscal Year 2015-16 Adopted Budget (4000-HEA014-8438) and projected remaining agreement amount will be included in the Department's Fiscal Year 2016-17 Requested Budget (4000-HEA014-8438). There is no impact to the County General Fund.
