RECOMMENDATION:
It is recommended that the Board of Supervisors Adopt a Resolution to:
a. Amend the Monterey County Health Department’s Behavioral Health Bureau FY 2021-22 Adopted Budget (4000-HEA012-8410) to add one (1.0) FTE Social Worker III position and to add one (1.0) FTE Senior Psychiatric Social Worker position; and
b. Authorize the Auditor-Controller, Human Resources Department, and the County Administrative Office to incorporate these position changes in the Monterey County Health Department’s Behavioral Health Bureau FY 2021-22 Adopted Budget (4000-HEA012-8410).
SUMMARY/DISCUSSION:
The Monterey County Health Department’s Behavioral Health Bureau (BHB) entered into two separate Memorandum of Understandings (MOU) with the Monterey County Department of Social Services (DSS) which require the addition of one (1.0) Social Worker III (SWIII) and one (1.0) Senior Psychiatric Social Worker (Sr. PSW) to provide support services to members of our community.
Under the first MOU, the SWIII position will allow BHB to facilitate and manage the service delivery of the Community Family Case Management model aimed at supporting high-risk CalWORKs families in accessing barrier removal services and providing early intervention and prevention services to ensure the health and safety of children. These services are provided to all CalWORKs households that are experiencing a crisis or an event that can destabilize the family and prevent them from participating in the Welfare-to-Work Program (WTW). The current estimated cost of a SWIII is $130,000 and will be paid for with CalWORKs and Federal Financial Participation (FFP), $99,970 and $30,030 respectively.
Under the second MOU, the Sr. PSW will allow BHB to provide domestic violence assessments, counseling and treatment services to CalWORKs recipients who are victims of domestic violence and assist them in obtaining and/or retaining employment and becoming self-sufficient. Additionally, this position will provide oversight for unlicensed staff and train CalWORKs staff on domestic violence assessment, group and individual therapy. The current estimated cost of the Sr. PSW is $173,319 and, will be paid for with CalWORKs and FFP, $113,497 and $62,038 respectively.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiative: 1. Empower the community to improve health; and 2. Enhance public health and safety through prevention. It also supports one or more of the ten essential public health services, specifically: 6. enforce laws and regulations that protect health and ensure safety; and 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Monterey County Administrative Office and the Monterey County Human Resources Department have reviewed and approved the proposed position requests. This item was presented to and received the Budget Committee’s support on October 29, 2021.
FINANCING:
For FY 2021-22 and 2022-23, both positions are fully funded by a combination of MOUs with DSS and FFP and it is expected that, as long as funding is available, BHB and DSS will continue to develop new MOUs in future FYs to continue providing these much-needed services to eligible families in the community.
