a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign Amendment # 1 to Agreement #886 with Soledad Unified School District, adding $126,399 to provide additional General Educational Development(GED) classes, and extending the agreement from January 1, 2013 through June 30, 2014, increasing the total contract amount to $157,221; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign Amendment # 1 to Agreement #886 with Soledad Unified School District, adding $126,399 to provide additional General Educational Development(GED) classes, and extending the agreement from January 1, 2013 through June 30, 2014, increasing the total contract amount to $157,221; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Soledad Unified School District currently provides GED services and information & referral/ completion forms for the South County region. This amendment funds an additional site for GED services to CalWORKs customers in Salinas, and increases services in King City. The amendment replaces CSBG (Community Services Block Grant) funding with CalWORKs Single Allocation to offset the impact of Federal Sequestration budget cuts.
Adult schools statewide have had severe budget cuts which affected Adult Basic Education Services, including GED. As a result, CalWORKs customers who need to obtain their GED Certificate or high school diploma, in order to work towards self-sufficiency and away from public assistance encountered another barrier to overcome due to the lack of resources at their local adult school.
This amendment increases the current contract from $30,822 to $157,221 and adds capacity for 2.5 additional classes. In King City site hours will be expanded from 4.0 hours per day to 6.0 hours per day, allowing for both A.M. and P.M. class sessions. In Salinas, 2 new classes are offered with the capacity of 18 students per session. It is anticipated that these classes will serve 124 additional CalWORKs recipients.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this amendment. County Counsel has approved as to form.
FINANCING:
This agreement is funded by the CalWORKs Single Allocation. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2012-13 Adopted Budget and the FY 2013-14 Proposed Budget. Approval of this action has no impact on the County General Fund.
