RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Amend Fiscal Year (FY) 2014-15 Health Department Budget 4000-HEA003-8124 to add 2.0 FTE Public Health Nurse II positions and delete 1.0 FTE Public Health Licensed Vocational Nurse; and
b. Authorize the County Administrative Office to reflect approved changes in the Fiscal Year 2014-15 Adopted Budget.
SUMMARY/DISCUSSION:
The Department requests the addition of 2.0 FTE Public Health Nurse II positions in the Public Health Regional Teams to support the Cal-Learn and Maternal, Child and Adolescent Health (MCAH) grant funded programs.
The Cal-Learn Program seeks to address the strong correlation between teen parenting and long-term welfare dependency and between early childbearing and increased maternal and infant morbidity and mortality. The Cal-Learn Public Health Nurses will provide intensive case management to teen mothers and their parents to address the unique educational, vocational, training, health and other social service needs of Cal-Works dependent pregnant and parenting teens and to encourage these teen parents to complete high school or an equivalent program, and to postpone pregnancy in the immediate future.
The Public Health Licensed Vocational Nurse is being deleted to offset the cost of 25 percent of one of the proposed Public Health Nurse II positions.
This action will support the Monterey County Health Department's 2011-2015 Strategic Plan Initiatives: 1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety by emphasizing prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.
OTHER AGENCY INVOLVEMENT:
Human Resources Department has reviewed and agrees with the recommendations.
FINANCING:
There are sufficient appropriations and revenues in Health Department's (4000-HEA003) FY 2014-15 Adopted Budget to cover request. The FY 2015-16 estimated cost is $202,367 and will be included in the Department's FY 2015-16 Budget Request within its anticipated General Fund Contribution.
