RECOMMENDATION:
It is recommended that the Board of Supervisors appoint Jordan Caballero to the North County Recreation & Park District (NCRPD) Board of Directors for a four-year term, effective upon appointment through September 1, 2030.
SUMMARY:
The NCRPD Board of Directors currently has one vacancy. Following a public recruitment period, two applications were received; one met the eligibility requirements, and the other was deemed incomplete. The Board of Supervisors is asked to appoint Jordan Caballero to fill the four-year term ending September 1, 2030.
DISCUSSION:
The NCRPD is a special district serving residents in the northern region of Monterey County (District 2, with portions of District 4). The district provides parks, recreation programs, community events, and facility maintenance, supporting public well-being through leisure, cultural, and athletic activities. It collaborates closely with County departments on facility maintenance, safety, and community access.
The district is governed by a five-member Board of Directors appointed by the Board of Supervisors (Board). Membership includes individuals whose primary residence is within the district boundaries. The Board of Directors sets policy for parks and recreation services, approves budgets, and guides long-term improvements and program delivery. Current composition of the Board of Directors includes four members from District 2, with one vacancy remaining.
The NCRPD posted a recruitment notice on its website, resulting in two applications. One applicant met the eligibility requirements, while the other was deemed incomplete. These materials are attached for the Board’s reference.
Approval of the recommended action will appoint Jordan Caballero to the NCRPD Board of Directors for a four-year term, effective upon appointment through September 1, 2030.

The County Administrative Office coordinated with the Office of County Counsel.
FINANCING:
Approval of the recommended action has no financial impact on the General Fund.
