RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Chief Information Officer to sign a Memorandum of Understanding Radio Site Lease Agreement with the United States Department of the Navy for the County’s use of rack and antenna space in the Navy shelter, known as the La Mesa site, at no cost, commencing December 1, 2024, and ending November 30, 2029; and

b. Accept non-standard provisions as recommended by the Chief Information Officer; and

c. Authorize the Chief Information Officer or designee to execute up to three (3) five-year renewals to the lease, provided the renewals do not significantly change the scope of work and do not alter the non-standard terms of the radio site lease agreement.

 

SUMMARY:

The County has leased rack space from the U.S. Department of the Navy since September 1, 2014. The space is used to install and operate radio equipment and other public safety and emergency devices. The United States Navy does not charge the County a rental fee for this space. This site provides critical communications support to public safety officers and first responder agencies throughout the Monterey Peninsula.

 

DISCUSSION:

The La Mesa Site is an existing site located in the Navy military housing area within the City of Monterey. This site hosts digital two-way radio and wireless microwave backhaul infrastructure to provide enhanced and reliable public safety communications for Monterey Peninsula first responders, including the cities of Pacific Grove, Monterey, Del Rey Oaks, Monterey Airport, Seaside, Sand City, Marina, and California State University Monterey Bay.

 

This Memorandum of Understanding (MOU) Radio Site Lease Agreement with the U.S. Department of the Navy provides public safety and microwave communications for the peninsula. The Chief Information Officer recommends entering into this Agreement to provide two-way radio coverage for all affected first responders, law enforcement, fire, and ambulance services.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved this non-standard Agreement in its entirety. The Auditor-Controller has also reviewed the non-standard Agreement and agrees that there are no fees associated with this MOU.

 

FINANCING:

Approval of this lease will have no impact on the general fund as there is no associated cost.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This radio site provides critical radio communications for Monterey County and enhances public safety for all first responders and the communities.
