RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Receive a status report on the 2014-2015 Monterey County Strategic Initiatives, Key Objectives and Milestones; and
b.      Provide further direction to staff as necessary.
 
SUMMARY:
In December 2013, the Board conducted an all-day public workshop with department heads to create initial consensus on priorities for updated County strategic initiatives and key objectives.  The workshop activities identified key department priorities as they related to various policy areas.  Further work was conducted in early 2014 to discuss and refine the types of activities that were required to achieve the key objectives.  These activities are described as "Milestones."  Milestones are a "to do" list which reveal the work that needs to be completed to implement the strategic initiatives for each policy area.  Work groups gathered to define the milestones and create timelines to build accountability in completing these tasks.  The work groups delved deeper and created "Success Indicators" to measure outcomes and be able to more easily define accomplishments and challenge areas.  
 
On March 25, 2014 and June 3, 2014, the Board approved the 2014-2015 Monterey County Strategic Initiatives, Key Objectives, Milestones and Success Indicators.  Updates to the Board are to be made mid-year and annually.
 
DISCUSSION:
The Board of Supervisors Strategic Initiatives and Key Objectives address five broad policy areas as follows:  Economic Development, Administration, Health and Human Services, Infrastructure and Public Safety.  They are included as Attachment A.  The "to do" list is the blueprint on how we mapped out how we will achieve our desired outcomes.
 
Milestones describe the high level "things we do" to achieve the key objectives.   Each milestone has a timeline to target completion.  Some milestones are an on-going effort that have no specific end date.  Milestones reveal what we intend to do and what we intend to achieve.  Milestones are intended to help County staff understand the policy area and key objectives.  It is intended to correlate work with the broader vision of the County's goals and priorities.  Mid-Year and Annual updates on the progress of the milestones continues to keep our focus and direction on the County's priorities.  Status updates are helpful reminders when we can recognize accomplishments or drill down to uncover process bottlenecks or changes in priority.
 
Success Indicators are the performance measures to reveal how we are doing at a point in time.  These indicators take time to develop as the collection of data is integral to providing accurate outcome information.  Success indicators provide an "at a glance" view to check on progress and recognize accomplishments or challenges.  The Success Indicators will be presented during the annual update.

Departments with Milestone Responsibilities:  Cooperative Extension, Economic Development, Health, Information Technology (ITD), Parks, and Resource Management Agency (RMA).
 
Policy Area:  ADMINISTRATION         Number of Milestones:  13
Departments with Milestone Responsibilities:  All Departments (Managing for Results),
CAO-Budget & Analyses, CAO-Intergovernmental & Legislative Affairs, County Counsel,
Equal Opportunity Office, Health, and ITD.
 
Policy Area:  HEALTH & HUMAN SERVICES       Number of Milestones:  26
Departments with Milestone Responsibilities:  CAO-Community Engagement & Advocacy, Health, ITD, Libraries, Natividad Medical Center, Parks, and Social Services.
 
Policy Area:  INFRASTRUCTURE          Number of Milestones:  16
Departments with Milestone Responsibilities:  CAO-Budget & Analyses (Fleet),
County Counsel, Go-Green! Monterey County, ITD, and RMA.
 
Policy Area:  PUBLIC SAFETY       Number of Milestones:  13
Departments with Milestone Responsibilities:  CAO-Community Engagement & Advocacy, District Attorney, Probation, Public Defender, and Sheriff.
 
OTHER AGENCY INVOLVEMENT:
The Board of Supervisors Strategic Initiatives are owned by all County departments.  Key department staff were identified in the planning stage early in 2014 and are the point of contact for updates and information.
 
FINANCING:
The approval of the Strategic Initiatives, Key Objectives, Milestones and Success Indicators has no impact on the General Fund.  Implementation of various initiatives/objectives will require a careful integration of the budget resources, fiscal realities facing the County and an assessment of the relative value to the organization in achieving the initiatives/objectives over time.
