a. Approve and authorize the County Administrative Officer or designee to execute Amendment No. 1 to Agreement No. A-17312 with the Coalition of Homeless Services Providers for the provision of systems support for interim and permanent housing programs located in the City of King and the City of Soledad, by adding $381,600 for a revised contract total of $2,953,060 for a new term of April 23, 2024, to June 30, 2027; and
b. Approve and authorize the County Administrative Officer or designee, to sign up to three (3) future amendments to this agreement where amendments do not exceed 10% ($38,160) and do not significantly alter the scope of services as determined by the County Administrative Officer or designee and subject to approval by County Counsel.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the County Administrative Officer or designee to execute Amendment No. 1 to Agreement No. A-17312 with the Coalition of Homeless Services Providers for the provision of systems support for interim and permanent housing programs located in the City of King and the City of Soledad, by adding $381,600 for a revised contract total of $2,953,060 for a new term of April 23, 2024, to June 30, 2027; and
b. Approve and authorize the County Administrative Officer or designee, to sign up to three (3) future amendments to this agreement where amendments do not exceed 10% ($38,160) and do not significantly alter the scope of services as determined by the County Administrative Officer or designee and subject to approval by County Counsel.
SUMMARY/DISCUSSION:
This Amendment No. 1 to Agreement No. A-17312 with the Coalition of Homeless Services Providers (CHSP), adds $381,600 in designated funding from an Encampment Resolution Funding Round 3 grant (ERF-3-R) for the provision of systems support for interim and permanent supportive housing initiatives located in South Monterey County. Systems support, as defined under the ERF-3-R eligible use category, includes services that enhance regional partnerships, strengthen homeless services infrastructure, and improve data systems necessary to address and resolve individuals’ experiences of unsheltered homelessness.
As the designated Continuum of Care (CoC) for Monterey and San Benito Counties, CHSP is dedicated to eliminating homelessness by fostering regional partnerships and interagency collaboration to support a comprehensive housing system that serves the diverse populations of both counties. CHSP possesses the expertise and experience necessary to receive and administer specialized state and federal funding for homeless services. In addition, CHSP oversees local jurisdiction and community-based provider compliance of the local Homeless Management Information System, as mandated by the U.S. Department of Housing and Urban Development and the State of California Department of Housing and Community Development.
If approved, the Agreement’s total new contract amount will increase to $2,953,060, with a revised term of April 23, 2024, through June 30, 2027.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management, and the Office of the Auditor-Controller have approved the Amendment No. 1 to Agreement No. A-17312 as to form, insurance and indemnification, and fiscal provisions.
FINANCING:
This action does not impact the General Fund. This amendment is funded by an Encampment Resolution Funding Grant (ERF-3-R). Sufficient appropriations and estimated revenues are included in the County Administrative Office FY Adopted Budget 2024-2025 for the Homelessness Strategy and Initiatives Division (001-1050-8598-CAO004-6613). The ERF-3-R funds for FY 2025-2026 will be included in the Department’s requested budget for that FY.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement aligns with the Health & Human Services Strategic Initiative adopted by the Board of Supervisors, advancing regional efforts to expand access to temporary and permanent housing solutions to address homelessness through systems support and coordinated, data-informed strategies.
