a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement for a retroactive term beginning November 15, 2024 through June 30, 2026 with Equip Health Medical PC for the provision of virtual intensive outpatient services for eating disorders for children/youth in the amount of $31,500 for Fiscal Year (FY) 2024-2025 and $68,500 for Fiscal Year (FY) 2025-2026 for a total Agreement amount not to exceed $100,000; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($10,000) of the original Agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount over $110,000.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement for a retroactive term beginning November 15, 2024 through June 30, 2026 with Equip Health Medical PC for the provision of virtual intensive outpatient services for eating disorders for children/youth in the amount of $31,500 for Fiscal Year (FY) 2024-2025 and $68,500 for Fiscal Year (FY) 2025-2026 for a total Agreement amount not to exceed $100,000; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($10,000) of the original Agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount over $110,000.
SUMMARY/DISCUSSION:
Equip Health Medial PC delivers virtual outpatient care for eating disorders (“EDs”) by providing each Participant with a five-person Care Team: a therapist, a dietitian, a peer mentor, a family mentor, and a medical provider that will service children/youth over the age of six years old. Equip Health Medical PC’s Care Team will service the participant and their family using a secure telehealth platform to deliver unlimited video-sessions, between-session messaging, a shared medical record, and weekly treatment team meetings. Treatment is based on a cohesive team-based approach that is family-focused, goal-oriented, and evidence-based. Equip will screen for medical instability, acute suicidality, and psychosis, and provide a referral to a higher level of care if needed. The Agreement is retroactive to November 15, 2024, due to contract negotiations with Equip Health Medical PC.
This Agreement contains non-standard insurance provision omitting coverage for owned and scheduled autos as well as non-standard template provisions, which include deletion of Section XVI and Exhibit H, and modifications to Section XV. This Agreement also contains the County’s standard 30-day “no cause” provision (Section V, B) and an additional defunding provision (Section V, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports one of the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2) Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: (7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by 2011 Realignment. The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2024-25 Adopted Budget. The funds for FY 2025-26 are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2025-26 Requested Budget.
