Title: a. Approve a Memorandum of Understanding (MOU) between Goodwill Central Coast (GCC) and Monterey County, working through Monterey County Free Libraries (MCFL), to provide work experience and job training to participants in GCC's Organizational Work Program and provide MCFL with work assistance, from July 15, 2017 through December 31, 2022; b. Authorize the Library Director, or her Designee, to execute a maximum of five (5) amendments to the MOU, subject to County Counsel review, extending the term by one (1) year each, so long as the amendments do not significantly alter the terms of the MOU.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve a Memorandum of Understanding (MOU) between Goodwill Central Coast (GCC) and Monterey County, working through Monterey County Free Libraries (MCFL), to provide work experience and job training to participants in GCC’s Organizational Work Program and provide MCFL with work assistance, from July 15, 2017 through December 31, 2022:

SUMMARY AND DISCUSSION:

The mission of MCFL is to bring ideas, inspiration, information and enjoyment to Monterey County communities.  MCFL is a network of libraries and information centers serving the diverse communities of Monterey County by offering opportunities for all to achieve their potential. MCFL works with a very tight budget in an effort to provide excellent services within its service area and regularly collaborates and seeks partnership with other organizations to help it achieve its mission.

The mission of GCC is to build lives, families and communities by helping people with employment needs become successful, supported by innovative enterprises. GCC’s Organizational Work Program (OWP) is designed to allow participants to acquire valuable work experience and training, and to provide collaborating organizations with the benefit of volunteer labor.  The OWP helps participants conform to professional work standards.

GCC would like to partner with MCFL and to identify library branches as placement sites for OWP participants. The purpose of the proposed MOU is to clearly identify the roles and responsibilities of each party as they relate to OWP work experience and monitoring participants at MCFL locations.   The OWP is funded by GCC, which will place local citizens in need of work experience in Branch Library facilities to help them gain work experience. GCC pays participants’ salaries for up to six (6) months.

 

 

OTHER AGENCY INVOLVEMENT:

The Department of Social Services refers the candidates to GCC for the Organizational Work Program, which in turn will refer them to MCFL.  County Counsel has reviewed the MOU as to form.  Risk has approved the insurance and indemnification provisions.

 

 

FINANCING:

GCC will pay salaries of selected participants up to 40 hours per week for 6 months. There will be no additional cost to MCFL through the implementation of this MOU. There is no impact on the County General Fund associated with this MOU.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This inter-agency collaboration will benefit to local residents by giving them the opportunities to grow their job skills, work towards economic independence, and help build the employment pool in Monterey County.
