Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health to sign a three-year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with Telecare Corporation in Alameda, California for the provision of skilled nursing services for organic brain syndrome, traumatic brain injured, and medically debilitated patients with a primary psychiatric diagnosis in the amount of $256,329 for Fiscal Year (FY) 2015-16, $256,329 for FY 2016-17 and $256,329 for FY 2017-18 for a total Agreement amount of $768,987; and

Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Telecare Corporation administers the neurobehavioral program at Garfield Neurobehavioral Center.  This skilled nursing facility provides mental health services to individuals with neurological impairments such as organic brain syndrome, traumatic brain injured, and the medically debilitated.  Telecare Corporation admits patients referred by the County with a primary psychiatric diagnosis and the presence of a neurological condition, such as brain injury or dementia, and conserved and found to be gravely disabled, subject to bed availability and order of a physician.  This facility focuses on providing a safe and secure environment, with a comprehensive approach to the needs of the individual with such impairments.  Garfield Neurobehavioral Center is located in Oakland, California. 

 

This Agreement with Telecare Corporation is for a three (3) fiscal year term from July 1, 2015 to June 30, 2018, which renews and updates Agreement A-12255 ending June 30, 2015.  Approval of this Agreement meets the requirements of the State Welfare and Institutions Code 5600 (Bronzan-McCorquodale Act), the California Code of Regulations Titles 9 and 22, and sustains the continuity of core services to seriously mentally ill clients.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions.  This Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Realignment revenues.  The funds for this Agreement ($256,329) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Requested Budget.  The funds for this Agreement for FY 2016-17 ($256,329) and FY 2017-18 ($256,329) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2016-17 and Fiscal Year 2017-18 Requested Budgets.
