RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 4 to Alcohol and/or Drug Service Agreement A-12786 with
Sun Street Centers for the provision of alcohol and drug recovery services in the increased amount of $1,916,050 for FY 2017-18, for a revised total Agreement amount not to exceed $7,549,839 for the full-term July 1, 2015 - June 30, 2018.
SUMMARY/DISCUSSION:
Sun Street Centers provides residential and outpatient alcohol and drug recovery services for Non Medi-Cal, AB 109, and CalWORKS eligible Monterey County residents. This Amendment No. 4 will increase Drug Medi-Cal rates for FY 2017-18 and add Proposition 47 funded program services for FY 2017-18.
The Board of State and Community Corrections awarded a 39 month $6,000,000 grant to the Monterey County Health Department, Behavioral Health Bureau. The Grant will focus on services in South County and individuals in the criminal justice system in need of mental health, substance abuse treatment and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes.
Sun Street Centers will provide local substance use disorder services such as residential treatment, outpatient services and sober living environments in South County. In addition,
Sun Street Centers will establish a Sobering Center in Salinas which will provide services tailored to the participant’s level of intoxication from alcohol and/or other drugs to achieve a safe and supportive short-stay service with qualified staff on site at all times. These services will free-up law enforcement time and monies and will contribute to the public health and safety of the community by providing clients with a place to sober-up with the goal of engaging them in follow-up substance use treatment services and/or other necessary supportive services and resources.
Amendment No. 4 is retroactive to July 1, 2017 because Department of Health Care Services (DHCS) released new Drug Medi-Cal rates on June 25, 2017 which did not provide ample time to amend the contract prior to the beginning of the Fiscal Year 2017-18 start date. Additionally, the Proposition 47 agreement was sent to the county on August 23, 2017 and subsequently approved by the Board of Supervisors on September 26, 2017.
This Agreement contains the County’s standard 30-day termination provision (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by 41% Federal Substance Abuse Prevention & Treatment (SAPT), 12% Drug Medi-Cal, 22% State Funds Behavioral Health Sub Account, 12% AB 109, and 13% Other Non-State/None Federal funds. The funds for FY 2017-18 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 Adopted Budget. Funding in the amount of $1,644,531 under the Proposition 47 grant occurred after the adoption of the Fiscal Year’s 2017-18 Budget. The associated revenue and expenditures are not included in the Department’s current year’s operational budget. The Department will evaluate the need to increase Revenue and Appropriations at mid-year, and if necessary, will work with the County Administrative Budget and Analysis Division to implement the adjustments deemed appropriate to accommodate the Department’s programmatic activities.
