a. Approve and authorize the Director of the Department of Military & Veteran Affairs to execute Renewal and Amendment #1 to Agreement #5010-19-185 with the Veterans Transition Center of Monterey County for continued renovation of housing units to create re-entry/ transitional housing and common area to be used for administration and residential services, extending an additional two (2) year period retroactive to July 1, 2020 through June 30, 2022 for a revised full Agreement term of June 1, 2019 through June 30, 2022, for an unchanged total Agreement amount not to exceed $1,400,000; and
b. Authorize the Director of the Department of Military & Veteran Affairs to sign up to three (3) additional amendments to this agreement where the total amendments do not increase current amended contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Military & Veteran Affairs to execute Renewal and Amendment #1 to Agreement #5010-19-185 with the Veterans Transition Center of Monterey County for continued renovation of housing units to create re-entry/ transitional housing and common area to be used for administration and residential services, extending an additional two (2) year period retroactive to July 1, 2020 through June 30, 2022 for a revised full Agreement term of June 1, 2019 through June 30, 2022, for an unchanged total Agreement amount not to exceed $1,400,000; and
b. Authorize the Director of the Department of Military & Veteran Affairs to sign up to three (3) additional amendments to this agreement where the total amendments do not increase current amended contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides $1,400,000 of pass-through funding received by Monterey County (COUNTY) Military and Veterans Affairs Office (MVAO) from the State of California (State) Board of State and Community Corrections (BSCC) to the Veterans Transition Center of Monterey County (CONTRACTOR) to renovate housing units to create re-entry/transitional housing for formerly incarcerated veterans and a common area to be used for administration and residential services. The renovated units will provide a minimum of twenty (20) beds per year to formerly incarcerated veterans to support re-entry/transition to permanent stable housing.
The Veterans Transition Center has completed renovations on 220-222 Hayes Circle in October 2019 and project costs claimed through June 30, 2020 total $477,726.38. VTC is ready to begin renovating 216-218 Hayes Circle estimating similar costs and will use the remaining budget to renovate the Martinez Hall common areas to provide transition services.
MVAO is requesting to amend the current Agreement to extend the term for an additional two (2) years to cover the remaining renovation projects or until the original funds are exhausted, whichever occurs first. The total contract amount remains unchanged. The amended term of this agreement is June 1, 2019 to June 30, 2022.
This renewal and Amendment No. 1 has a retroactive date of July 1, 2020, delayed due to the unusual working conditions at this time and a delay in receiving a project update from the contractor timely.
OTHER AGENCY INVOLVEMENT:
County Counsel, Purchasing, and the Auditor-Controller have reviewed and approved this Renewal and Amendment No. 1 as to legal form and fiscal provisions, respectively.
FINANCING:
This agreement is fully funded by the State of California Board of State and Community Corrections (BSCC) funds received in FY 2018-19. There is a remaining unspent balance of $922,273.62. Sufficient appropriations of $613,533 was budgeted in Military & Veterans Affairs SOC003-8260 FY 2020-21 Adopted Budget., using unassigned fund balance in Fund 001, BSA 3046-VRHB. Remaining funds will be budgeted in FY 2021-22 Budget Request.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This amendment correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the renovation of housing units to create re-entry/transitional housing for twenty (20) formerly incarcerated veterans annually and to renovate a common area to be used for administration and residential services.
