RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to execute the Renewal, Extension and Amendment No. 2 to Statement of Work No. 10 with CGI Technologies from $252,000 to an amount totaling $442,700 to provide general Advantage Financial, HRM and Meridian Post-Implementation support for integration, configuration, reports and consulting.
 
SUMMARY:
This Renewal, Extension and Amendment to Statement of Work No. 10 (SOW 10) provides an additional 1,000 (one thousand) hours of professional services to provide general Advantage Financial, Advantage HRM and Meridian Post-Implementation support for integration, configuration, reports and consulting.  This includes transfer of knowledge transfer and assistance with Active Directory 2008.  Amendment No. 2 to SOW 10 increases the hours to 2,330 which is an additional 1,000 hours.  The amendment increases the cost of SOW 10 from $252,000 to $442,700.
 
DISCUSSION:
On April 1, 2008, the Board of Supervisors approved and authorized the Contracts/Purchasing Officer to sign the Enterprise Resource Planning (ERP) Master Services Agreement, Software License Agreement and Maintenance Agreement with CGI Technologies.  The Master Services Agreement includes special language approved by the Board of Supervisors for governance, compensation, deliverables, acceptance, indemnification and insurance.  Additional Statements of Work and Amendments will reference the Master Services Agreement rather than create new agreements and, as such, each will add to the original and amended dollar amount.  The Master Services agreement was extended to April 7, 2017 on February 5, 2013.
 
A complete listing of ERP Systems and an explanation of total costs is attached.  In summary, the base CGI Technologies' ERP Systems agreement totaled $9,914,009.50 and since Go-Live, post-implementation support totals $1,023,241.19 to date for all ERP Systems purchased by the County.  The ERP Systems purchased include Performance Budget, Advantage Financial, Advantage HRM, Meridian, and Sympro Debt/Management.
 
 
OTHER AGENCY INVOLVEMENT:
The Renewal, Extension and Amendment No. 2 to Statement of Work No.10 has been reviewed by County Counsel.
 
FINANCING:
Funds for the additional $190,000 are included in the 2013-14 Adopted Budget for the Enterprise Resource Project Fund (403-1110-8006), Appropriation Unit AUD006.
