b. Authorize the Contracts & Purchasing Officer or their designee to execute Amendment No. 4 to Standard Agreement No. A-14553 and future amendments to the Agreement where the amendments do not significantly alter the scope of work or increase the approved Agreement amount.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 4 to Standard Agreement No. A-14553, Multi-Year Agreement #3200*4823, with Cal-West Lighting and Signal Maintenance, Inc. to provide traffic signal and lighting maintenance repair services for various locations within the County of Monterey, under Request for Proposals #10680, with the term of November 6, 2019 to October 31, 2025, and increase not to exceed maximum by $250,000 to a total of $740,150 and
b. Authorize the Contracts & Purchasing Officer or their designee to execute Amendment No. 4 to Standard Agreement No. A-14553 and future amendments to the Agreement where the amendments do not significantly alter the scope of work or increase the approved Agreement amount.
SUMMARY/DISCUSSION:
The recommended actions would allow for the approval of Amendment No. 4 to Standard Agreement (SA) No. A-14553 with Cal-West Lighting and Signal Maintenance, Inc. (Cal-West) to increase the not to exceed maximum of $490,150 by $250,000 to a total of $740,150, to allow for continued traffic signal and lighting maintenance repair services for various locations within the County of Monterey.
On September 19, 2019, the County of Monterey, Department of Public Works, Facilities and Parks (PWFP) solicited proposals from qualified consultants through Request for Proposals (RFP) #10680 for traffic signal and lighting maintenance and on-call repair services. The competitive selection process was conducted in accordance with County policies and State and Federal laws under RFP #10680. Cal-West was selected for their expertise and capabilities necessary to provide these services under a SA which was approved by the County of Monterey Board of Supervisors (Board) on November 5, 2019. The current SA with Cal-West is due to expire on October 31, 2025. On July 17, 2025, a new RFP (RFP #10915) was released to solicit proposals from qualified consultants for these services.
In the past year, PWFP has experienced episodic traffic signal and lighting repair needs to replace failed battery back-up systems, repair work associated with damages incurred in Pajaro, vandalism to equipment, repair and replacement of damaged traffic signal equipment resulting from vehicle collision incidents, and additional funds are required for traffic signal and lighting repair services. PWFP staff recommends that the Board approve the proposed Amendment No. 4 (Attachment A) to the SA. Amendment No. 4 increases the not to exceed maximum of $490,150 by $250,000 to a total of $740,150. This increase will allow Cal-West to perform necessary traffic equipment repairs and maintenance, ensuring service coverage through the end of the SA term on October 31, 2025.
Attachments B through F, provided for reference, include Amendment Nos. 1-3 to the SA, the SA, a summary of the SA and annual expenditures and balance of the SA to date.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved Amendment No. 4 as to form, and fiscal provisions, respectively.
FINANCING:
Costs associated with Amendment No. 4 will be incurred through October 31, 2025. The Adopted Budget for FY 2025-26 includes sufficient appropriations in the Road Fund 002, Appropriation Unit PFP004 to cover costs related to Amendment No. 4.
