RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement between the County of Monterey and Altos Health Partners (AHP) for the provision of Electroconvulsive therapy (ECT) treatment for a total Agreement amount not to exceed $85,200 for FY’s 2025-27 for the term of September 1, 2025 through June 30, 2027; and

b. Approve non-standard insurance as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($8,520) of the original Agreement amount, do not significantly alter the scope of services, and do not increase the total not to exceed amount over $93,720.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-16946 with Altos Heath Partners (AHP) which terms on August 31, 2025. AHP will continue providing Electroconvulsive therapy (ECT) treatment services to eligible Monterey County residents. AHP provides specialized and personalized ECT treatment outpatient services. The goal and objectives are to provide the appropriate treatment options that will assist in increasing the healing and wellness of the client.

 

The contractor’s services are highly specialized, and the Director of Health Services has recommended to waive the Automobile and Cyber Liability Insurance to continue retaining services. AHP does not transport clients during the course of providing treatment.

 

This work supports the following County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2) Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions, respectively.

 

FINANCING

This Agreement is funded by Realignment funds (100%). The funds for FY 2025-26 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2025-26 adopted budget. The funds for FY 2026-27 will be included in the Department’s requested budget for that FY.
