RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute an agreement with CE Broker, Inc. dba Propelus for automated license verification services for all Health Department Bureaus, for an amount not to exceed $15,660 with an agreement term retroactive to October 8, 2024 through October 7, 2027; and

b. Approve the Director of Health Services’ recommendation to accept all non-standard provisions in agreement, including indemnification; and

c. Authorize the Director of Health Services or designee to execute up to three (3) future amendments and/or Order Forms to this agreement where the total amendments do not exceed 10% ($1,566) of the original contract amount, do not significantly change the scope of work, and do not exceed the maximum amount of $17,226; and

SUMMARY/DISCUSSION:

Propelus, also known as Evercheck, provides an automated tool to track, monitor and verify via primary source verification all staff licensure and certifications as required by The Joint Commission. System functionality enables the County of Monterey Health Department (MCHD) to receive alerts related to renewals, elapsed/expired and/or any disciplinary actions on any professional licenses that are being monitored within the database. Real time notices, allow MCHD to act swiftly on any adverse actions. Additionally, the Evercheck platform is used to perform Sanction Screening (exclusion verifications) with the Office of Inspector General (OIG) and System for Award Management (SAM), also in accordance with The Joint Commission.

The Director of Health Services requests that the Board accept and approve all non-standard provisions within the Agreement, including payment provisions to allow for pre-service payments to the vendor.

This work supports the County of Monterey Health Department’s 2018-2024 Strategic Plan Goals:  2. Enhance community health and safety through prevention.  It also supports one or more of the ten essential public health services, specifically:  6. Enforce laws and regulations that protect health and ensure safety, and 8. Assure a competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to form. The Office of the Auditor-Controller has reviewed the Agreement as to fiscal provisions but does not approve the non-standard payment provisions. The Health Department recommends moving forward with approval of this Agreement to allow for the purchase of automated license verification services for all Health Department Bureaus.

 

FINANCING:

There are sufficient appropriations in the Health Department’s FY 2024-25 Adopted Budget for Clinic Services (001-HEA007-8096), Behavioral Health (023-HEA012-8410), Public Health (001-HEA003-8124), Administration (001-HEA012-8438), and provision for it will be made in the Department’s Requested Budget for the years out.
