Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Authorize the Director of Health to execute a three-year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with EMQ Families First, for the provision of Therapeutic Behavioral Services (TBS) and Home Alternatives to Residential Treatment (HART) in the amount of  $557,160 for Fiscal Year (FY) 2015-16, $557,160 for FY 2016-17, and $557,160 for FY 2017-18, for a total Agreement in the amount of $1,671,480; and
b.      Authorize the Director of Health to execute up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the maximum Agreement amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
This new Mental Health Services Agreement with EMQ Families First replaces Agreement A-12259 which expires on June 30, 2015.  EMQ Families First will continue to provide Therapeutic Behavioral Services (TBS) to Monterey County children who are eligible for Medi-Cal and meet criteria for medical necessity. These services are available to children with difficult behaviors who require one-to-one assistance and who may be at risk of psychiatric hospitalization.  TBS is an intensive one-to-one, face-to-face, short term outpatient treatment intervention for beneficiaries under age 21 with serious emotional disturbances (SED) who are experiencing a stressful transition or life crisis and need additional short-term specific support services.
 
In addition to TBS, EMQ Families First will continue to provide Home Alternatives to Residential Treatment (HART) program that provides services to Monterey County children who are receiving Special Education services through their Individual Education Plan (IEP) and have been identified by their IEP teams as being at imminent risk of residential treatment.  HART services provide highly individualized, intensive case management and one-to-one behavioral intervention that address the social emotional needs presenting barriers to academic success.  HART services is an additional resource to the Monterey County educational system to serve children with emotional needs.     
 
This Agreement contains the County's standard 30-day "no cause" provision (Section IV.B) and an additional defunding provision (Section IV.D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction or termination of funding.
 
This Work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative:  1) Empower the community to improve health through programs, policies, and activities.  It also supports one of the ten essential public health services, specifically:  7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.  This Agreement is on file with the Clerk of the Board.
 
FINANCING:
This Agreement is funded by Early Periodic Screening, Diagnosis, and Treatment (29%), Federal Financial Participation (36%), Realignment (8%), and Special Education Local Plan Area (SELPA) (27%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for this Agreement for FY 2015-16 ($557,160) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Requested Budget.  The funds for this Agreement for FY 2016-17 ($557,160) and FY 2017-18 ($557,160) will be included in the Health Department's Behavioral Health (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
