Title: a. RECOMMENDATION/SUMMARY:

a. Authorize and approve the Director of the Monterey County Free Libraries (“MCFL”) to execute a non-standard agreement between the County of Monterey, on behalf of the MCFL, and State Library of California, through its California Library Literacy Program, to approve a grant award of $66,214 to provide adult and family literacy services, and

b. Authorize the Director of the MCFL to take all steps necessary to implement the grant and accept the grant award of $66,214 from the State Library of California, and

c. Accept non-standard indemnification provisions at the recommendation of the Director of MCFL, and

d. DISCUSSION:

 

The staff of the Monterey County Free Libraries (“MCFL”) have successfully applied for a grant from the California State Library for $66,214 in order to continue provision of literacy services for adults learning reading skills, families supporting their adult new readers.  Grant activities will occur over the 2024-25 fiscal year, and include individual literacy work between students and volunteers, workshops on reading and writing, and programs for the whole family. This grant award will enable the Monterey County Free Libraries to continue enhancing services and opportunities for people learning and enhancing their reading and writing skills.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed this item and approved as to form. 

 

FINANCING:

 

The direct expenses and a portion of staff time devoted to adult literacy services will be funded by the grant award.  This grant was anticipated in the Department’s Budget, and additional staff time and grant management, along with incidental additional expenses, were also anticipated in the Library Department’s FY 2024-25 budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

Provision of robust and multi-faceted adult literacy is part of the Library Department Strategic Plan and supports the goals of the County of Monterey.
