RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a retroactive Service Agreement with Rancho Cielo, Inc. for the County of Monterey Behavioral Health Bureau’s provision of behavioral health services at the Rancho Cielo youth campus for the term of July 1, 2026 through June 30, 2028, with no exchange of funds;

b. Approve non-standard insurance and indemnification provisions to the Services Agreement as recommended by the Director of Health Services; and

c. Authorize the Director of Health Services or designee to approve up to three (3) future amendments that do not do not significantly change the scope of services and do not add funds to the agreement.

 

SUMMARY

The County currently maintains Agreement A-16599 with Rancho Cielo, Inc. which expired June 30, 2026. Rancho Cielo, Inc. (Rancho Cielo) is a non-profit organization that operates a youth campus that provides services to court-involved, at-risk youth in Monterey County. The County of Monterey Behavioral Health Bureau (MCBHB) and Rancho Cielo have established a collaborative relationship in providing support and recovery to at-risk youth on Rancho Cielo premises since 2009. MCBHB will provide a full-time Behavioral Health Therapist for the provision of mental health services to participating youth at the Rancho Cielo.

 

DISCUSSION

The County of Monterey Behavioral Health Bureau (MCBHB) and Rancho Cielo have an established, collaborative relationship in providing support and recovery to at-risk youth on Rancho Cielo premises since 2009. Rancho Cielo, Inc. (Rancho Cielo) is a non-profit organization that operates a youth campus that provides services to court-involved, at-risk youth in Monterey County. Rancho Cielo is seen as an integral part of the overall community initiative to help youth overcome juvenile violence and substance use and help youth become educated and skilled for a successful life. Since 2009, MCBHB has provided on-site clinical support to youth participating in programs at Rancho Cielo. The County also currently maintains a Facility Use Agreement with Rancho Cielo, through which, Rancho Cielo provides MCBHB the use of two (2) office spaces on Rancho Cielo premises to allow for a private, appropriate space for MCBHB.

 

This agreement will allow MCBHB to continue to implement evidence-based practices of therapeutic mental health and substance abuse services that help youth participate in the shared mission and goals of Rancho Cielo, which are to transform the lives of youth and empower youth to become accountable, competent, productive, and responsible citizens. Through this agreement, MCBHB will provide a full-time Behavioral Health Therapist for the provision of mental health services to participating youth at the Rancho Cielo campus.

 

This Agreement is contingent upon available funding and may be renewed or renegotiated upon mutual written consent of all parties. The Agreement contains no exchange of funds between MCBHB and Rancho Cielo.

 

This Agreement is being presented late to the Board due to delays in contracting that arose from a change in leadership with the Contractor and a review of funding source within the shifting landscape of behavioral health.

 

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2) Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports the following of the ten essential public health services, specifically: Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT

The Office of County Counsel, Risk Management, and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. 

 

FINANCING:

This Agreement is funded by Medi-Cal revenue and 2011 Realignment funds. The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (Fund 1310, Department 400005) Fiscal Year 2026-27 Adopted Budget.  The funds for this Agreement for FY 2027-28 will be included in the Health Department’s Behavioral Health Bureau (Fund 1310, Department 400005) respective FY 2027-28 Requested Budgets.

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:

This recommendation supports and advances the Board of Supervisors Strategic Plan Goal of Well-Being and Quality of Life by allowing for the provision of mental health services for youth participating in programs at Rancho Cielo, allowing them to access health programs to support their quality of life.
