Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement with Odd Fellow - Rebekah Children’s Home of California, Inc., in Gilroy, CA for the provision of Mental Health and Residential Treatment Services, and Community-Based Intervention (Wraparound) Services for Monterey County youth in the amount of $2,177,993 for Fiscal Year (FY) 2016-17, $2,177,993 for FY 2017-18, and $2,177,993 for FY 2018-19, for a total Agreement amount not to exceed $6,533,980, retroactive to July 1, 2016 through June 30, 2019; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($653,398) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement with Odd Fellow - Rebekah Children’s Home of California, Inc., in Gilroy, CA for the provision of Mental Health and Residential Treatment Services, and Community-Based Intervention (Wraparound) Services for Monterey County youth in the amount of $2,177,993 for Fiscal Year (FY) 2016-17, $2,177,993 for FY 2017-18, and $2,177,993 for FY 2018-19, for a total Agreement amount not to exceed $6,533,980, retroactive to July 1, 2016 through June 30, 2019; and

SUMMARY
This new Mental Health Services Agreement with Odd Fellow - Rebekah Children’s Home of California replaces Agreement A-12492, which expired on June 30, 2016. Odd Fellow - Rebekah Children’s Home of California provides services through three (3) major Programs comprising Mental Health Services, Medication Support, Crisis Intervention, Case Management, Group Home RCL 14 Board and Care, Residential Treatment Services, and Community-Based Intervention (Wraparound) Services to Monterey County Medi-Cal eligible youth in accordance with the client's identified needs.
Odd Fellow - Rebekah Children’s Home of California provides services to youth who require the highest level of residential care or would require periodic inpatient hospitalization, placement at out-of-state facilities, or in a juvenile justice facility. The goals for the services provided in this Agreement are to reduce inappropriate behavioral and/or psychiatric symptoms to a level of care whereby the youth can return home or move to a lower level of care.
DISCUSSION
This new Agreement allows for two to seven placements in the Mental Health Services and Residential Treatment Services programs, and up to thirty-five (35) eligible Monterey County children in the Wraparound Services program, retroactive to July 1, 2016 through June 30, 2019.
This Agreement is delayed in being brought before your Board due to several factors including lengthy contract negotiations and fiscal year-end workload issues. This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. This Agreement is on file with Clerk of the Board.
FINANCING:
This Agreement is funded by Mental Health Services Act Prevention and Early Intervention (MHSA PEI) revenues (10%), Mental Health Federal Financial Participation (MH FFP) funding (50%), and Medi-Cal Early & Periodic Screening, Diagnosis & Treatment (EPSDT / 2011 Realignment) funding (40%). The funds for this Agreement ($2,177,993) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2016-17 Adopted Budget. The funds for this Agreement for FY 2017-18 ($2,177,993) and FY 2018-19 ($2,177,993) will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Requested Budgets.
