RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Contracts & Purchasing Officer or their designee to execute Amendment #5 with GEO Reentry Services, LLC, a wholly owned subsidiary of The GEO Group. Inc., to provide reentry services to incarcerated adult offenders, for the period of July 1, 2024, to June 30, 2025, in an amount of $310,000, making a new not to exceed amount of $2,398,000.

 

SUMMARY/DISCUSSION:

The Monterey County Sheriff’s Office currently utilizes GEO Reentry Services, LLC to provide reentry services for adult offenders under Monterey County Sheriff’s Office supervision.   Reentry Services for the Monterey County Sheriff’s Office were solicited via a County Request for Proposal process (RFP #10582) in January 2017 overseen by the Contracts and Purchasing Department. The Monterey County Sheriff’s Office is recommending the approval of amendment #5 to a multi-year agreement with GEO Reentry Services, LLC to provide reentry services for adult offenders under Monterey County Sheriff’s Office supervision. The purpose of this short-term multidisciplinary “reentry” program is to provide adult offenders incarcerated at the Monterey County Jail with a structured reentry program prior to their release from incarceration. The program is intended to operate daily, Monday - Friday, and includes orientation, assessment, individualized service plans, substance abuse education/ programming, cognitive and life skills development, parenting skills, family reintegration, and money management. Services will also include employability, resume building, educational courses, socialization courses, and transitional reentry courses to prepare inmates to reenter into the community to become productive citizens in Monterey County.

 

The program is housed in the Jail Rehabilitation Facility and operates throughout the Monterey County Jail, 1410 Natividad Road, in Salinas. GEO Reentry Services, LLC’s responsibilities also include prompt and direct communication with Sheriff’s Office personnel throughout the agreement.

 

The MCSO will begin working on a new Request for Proposal, for future years of this service, in the upcoming fiscal year.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

AB109 partly funds this project, and the total cost of this contract was included in the FY 2024-25 Requested Budget. There will be no increase in General Contribution resulting from the Board action.
