RECOMMENDATION:
It is recommended that the Health, Housing, Homelessness, and Human Services Committee:
a. Receive a verbal update on a potential safe parking option in Moss Landing;
b. Support staff recommendation to continue developing the scope and related expenses;
c. Provide direction and feedback as appropriate to the development of a safe parking program in Moss Landing; and
d. Support a recommendation to the Board of Supervisors.
SUMMARY/DISCUSSION:
The County’s Homelessness Strategies and Initiatives Division will provide an update on its efforts to identify a location in North County for the purpose of developing a safe parking site in response to Board direction received on November 4, 2025 regarding Board Referral No. 2025.11.
BACKGROUND:
On September 5, 2025, Supervisor Glenn Church submitted Board Referral No. 2025.11, requesting that the Board of Supervisors consider adoption of an ordinance prohibiting recreational vehicle parking along the entirety of Railroad Avenue and establishing a tow-away zone authorizing the immediate removal of vehicles in violation of the proposed restriction.
On November 4, 2025, PWFP submitted a preliminary analysis report in response to Board Referral No. 2025.11. Following receipt of the report, the Board of Supervisors directed staff to coordinate with the CAO to identify and evaluate potential solutions for individuals residing in recreational vehicles, including the possible establishment of a Safe Parking Program.
On March 10, 2026, in response to Referral No. 2025.11, the Board adopted Ordinance No. 5443 to prohibit oversized vehicles from parking at all times with tow away authorization on Railroad Avenue and Allison Road. This ordinance became effective on April 10, 2026.
