RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize acceptance of cash donations amounting to $4,900 and an in-kind donation of a 2024 Carry-On Trailer with a market value of $2,652 from Sheriff’s Advisory Council as detailed in Attachment A; and
b. Authorize and direct the Auditor-Controller to increase appropriations and estimated revenues by $4,900 in the Sheriff’s FY 2024-2025 Adopted Budget (001-2300-SHE001-8242), financed by a donation from the Sheriff’s Advisory Council, for costs related to the design and purchase of various items for the Air Operations Division Community Engagement Project for 2024.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Advisory Council is a non-profit 501(c)(3) registered with the State of California. Recently, the Sheriff’s Advisory Council made an in-kind donation of a 2024 Carry-On Trailer, with a market value of $2,651.72, to the Sheriff’s Office. The Sheriff’s Advisory Council also made a cash donation of $4,900.35 to cover the cost of design and purchase of various items for the Sheriff’s Air Operations Division Community Engagement Project for 2024.
The Sheriff’s Air Operations Division Community Engagement Project for 2024 was to create a static display for children attending the Salinas Valley International Airshow as well as other community engagement events throughout the County of Monterey. The display consists of a small “Mini Plane” with a step-and-repeat background, a pop-up tent, table covering, and retractable banner.
Engaging with our community’s youth is a cornerstone of our commitment to building trust and fostering positive relationships. The Monterey County Sheriff’s Office recognizes that reaching children early helps shape their perception of law enforcement in promoting trust and safety that can last a lifetime. Our Air Operations Division Community Engagement “Mini Plane” Project is specifically designed to create a welcoming and interactive experience for children, where they can learn about aviation, public safety, and the important role law enforcement plays in their community.
By brining this engaging display to events like the Salinas Valley International Airshow and various community gatherings, we can connect with our community in a non-traditional, friendly environment. This project not only provides a fun and educational experience but also allows children to see law enforcement as approachable, supportive members of their community. The “Mini Plane” setup includes a pop-up tent, a step-and-repeat background for photos, and a table where children can interact with our team and learn more about what we do.
Through this initiative, we aim to inspire curiosity, encourage learning, and perhaps even spark an interest in aviation or public service careers. Most importantly, projects like these strengthen the bond between law enforcement and the community, ensuring our youngest residents grow up with positive experiences and impressions of the Monterey County Sheriff’s Office.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and advised on this resolution as to form. The Auditor-Controller’s Office has provided Guidance on the accounting treatment of the In-kind donations following GASB Statement No. 33. This item will be presented to the Budget Committee at the February 26, 2025 meeting.
FINANCING:
The Sheriff’s Advisory Council’s donations will cover the cost of this entire project. There will be no impact to the General Fund with this action in the current fiscal year. Cost of maintenance of the donated assets, if any, will be included in future budget requests. Additional details for the in-kind contribution can be found in Attachment A.
