a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign Amendment #1 to Agreement #A-12260 with Peacock Acres adding $104,000 to fund additional housing, services and supports for former foster youth for the period July 1, 2012 through June 30, 2013, increasing the total contract amount to $309,350; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to the agreement that do not exceed 10% of the original contract amount, and do not significantly change the scope of work;

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign Amendment #1 to Agreement #A-12260 with Peacock Acres adding $104,000 to fund additional housing, services and supports for former foster youth for the period July 1, 2012 through June 30, 2013, increasing the total contract amount to $309,350; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to the agreement that do not exceed 10% of the original contract amount, and do not significantly change the scope of work;
SUMMARY/DISCUSSION:
Peacock Acres Inc. provides Transitional Housing Program Plus (THP+) Services to eligible emancipated foster and probation youth through the Department of Social Services, Family and Children's Services. The goal of THP+ is to reduce homelessness among emancipated foster and probation youth, ages 18 - 24, by expanding access to THP+ programs for all eligible California foster youth. Funding for this program comes from the annual state child welfare realignment dollars. With the Passage of Assembly Bills 12/212/1712 foster youth now have the option to remain in foster care until age twenty-one. This has supported some reduction of need for the THP+ program yet not at the rate previously determined. Youth who turned 18 prior to January 1, 2012 still need THP+ services, as do youth ages 21 to 24 who previously exited foster care. THP+ continues to provide these services. With a continued average census of 11, the contractor has exhausted current contract funds.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this amendment. County Counsel has approved the amendment as to form.
FINANCING:
Sufficient appropriations and revenues in SOC001 are included in the Adopted FY 2012/13 Budget. This amendment is funded with Sales Tax Realignment. Approval of this action has no impact on the County General Fund.
