Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the County Purchasing Agent or designee under the terms of National Cooperative Agreement 180233-002 to sign an agreement with Mythics, LLC for coaching, development, and consulting services for APEX and Oracle Cloud Infrastructure, for the period of Upon Execution through One (1) year from start date, in the amount of $141,600; and        

b. Authorize the County Purchasing Agent or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($14,160) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $155,760.


SUMMARY: 
The Department of Social Services (DSS) is seeking to leverage technical support from Mythics, LLC to expand the Department’s use of the Apex and Oracle Cloud Infrastructure (OCI) platforms for data tracking, analysis, and reporting of current and future administration of Medi-Cal and various other entitlement programs administered by DSS.


DISCUSSION:
The Information Technology staff within DSS have developed several software applications that leverage the APEX and OCI environments with the purpose of improving the administration and distribution of entitlement programs. Completed projects include but are not limited to: In-Home Supportive Services Disaster Preparedness report, Reception Log for Aging & Adult Services, Shelter Management, and Application Tracking Logs for multiple welfare programs. Building applications in-house rather than purchasing commercial off-the-shelf products provides greater control and flexibility by designing a software solution tailored to the exact needs of the Department, easier integration with existing public benefit systems, and improved security through controlled access of customer data.

 

Mythics, LLC has over twenty years of experience as an Oracle partner specializing in cloud computing, data management, and consultation services that support public sector clients with implementing software solutions that streamline workflows, reduce costs, and strengthen cyber security. The proposed agreement provides consulting services from Mythics and offers individualized training and technical support for the DSS Information Technology team for the purpose of upgrading existing applications and developing new software solutions for both the APEX and OCI environments. The proposed agreement is structured through Mythics utilizing the National Cooperative Agreement 180233-002. Using the Cooperative Agreement allows DSS to leverage the discounted pricing provided under the agreement.


OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.


FINANCING:
This agreement is funded with a combination of Federal/State (85%) Social Services revenues and 15% Realignment funds. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2025-26 Adopted Budget and incorporated in the FY 2026-27 Requested Budget.  


BOARD OF SUPERVISORS STRATEGIC PLAN GOALS: 
This agreement correlates to the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by providing data analytic tools to help DSS increase efficiencies with the administration of Medi-Cal and additional welfare programs and empower key stakeholders to implement new initiatives to connect eligible County of Monterey residents with social service programs that will support their transition to self-sufficiency.
