RECOMMENDATION:

 

It is recommended the Board of Supervisors:

a.                     Approve the Natividad Medical Center (NMC) Program Letter of Agreement template for use with clinical institutions for the purpose of offering clinical rotations outside of Natividad Medical Center (NMC)for the residents currently working at NMC; and

b.                     Authorize updates to the NMC Program Letter of Agreement template in accordance with local, federal and/or state law, subject to review and approval of County Counsel; and

c.                     Authorize amendments to the NMC Program Letter of Agreement template that do not significantly change the level of risk or the scope of either party’s obligations or responsibilities, subject to review and approval by County Counsel; and

d.                     Authorize execution of the NMC Program Letter of Agreement template by the NMC Deputy Purchasing Agent or his designee, subject to review and approval of County Counsel; delegation of authority to expire June 30, 2021.

 

SUMMARY/DISCUSSION:

 

NMC offers a Family Residency Training Program that has established itself as a high-quality educational program for the training of family medicine residents in hospital-based and ambulatory care, with an emphasis on meeting the needs of underserved populations.  NMC desires to continue to partner with other U.S. health-care institutions, health-care organizations, community providers and professional schools (“clinical institutions”) at which Program residents can participate in a rotation to obtain additional clinical experience.

 

The American Council on Graduate Medical Education requires a formal Program Letter of Agreement for all residency training sites outside of the primary site.  NMC worked with County Counsel to develop a generic Program Letter of Agreement for review and approval by the Board of Supervisors.  Approval would expedite the process of sending residents to be trained in those areas that are either desired by the resident themselves for advancement of their knowledge base during an elective, or identified by the residency as an area where training is required outside of NMC.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this Program Letter of Agreement template as to legal form and risk provisions. The Program Letter of Agreement template has also been reviewed and approved by NMC’s Finance Committee on September 22, 2016; however, it was not reviewed or approved by the NMC Board of Trustees due to the cancellation of its October meeting.

 

FINANCING:

 

There are no costs associated with this Program Letter of Agreement template. There is no impact to the general fund.
