RECOMMENDATION:

a. Approve and authorize the Director of Health Services or designee to execute a retroactive Agreement with Central Coast Center for Independent Living (CCCIL) for the provision of work incentive counseling and independent living skills and outreach services for a term of July 1, 2025 through June 30, 2026, for a total agreement amount of $203,581; and

b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($20,351) of the original agreement, do not significantly change the scope of services, and do not increase the total not to exceed amount over $223,932.

SUMMARY

The County of Monterey Health Department, Behavioral Health Bureau, requests approval of a retroactive Agreement with CCCIL for the provision of work incentive counseling and independent living skills and outreach services.

 

DISCUSSION

Central Coast Center for Independent Living in Salinas, CA is one of a nationwide network of Centers for Independent Living whose philosophy is that people with disabilities should have the same civil rights, options and control over choices in their own lives as do people without disabilities.

 

The County has maintained Agreement A-16058 with CCCIL, which expired on June 30, 2025. This new Agreement continues the past relationship with CCCIL providing for a continuum of existing services.  With this new Agreement, CCCIL continues the original mission of providing benefits assistance, individual advocacy, housing assistance, assistive technology, outreach, and information and referral services to provide work incentive counseling and independent living skills services to mental health clients, including youth, and their family members to determine their potential eligibility for various work incentive programs.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This agreement is late in being presented to your board and is retroactive to July 1, 2025 due to extensive vendor delays in the provision of complete insurance documentation to the County as required by County Risk Management.  There were additional unforeseen delays in the provision of other required information to the County by the vendor.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Mental Health Services Act Community Services and Supports (MHSA CSS).  The funds for this Agreement ($203,581) are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year 2025-26 Adopted Budget.
