Title: a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign Amendment #1 to Agreement #A-12272 with Hartnell College to provide additional foster and relative caregiver training to Seneca Family of Agencies for an additional $92,802 for the period January 1, 2013 through June 30, 2013 for a not to exceed amount of $779,842; and b. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a Approve and authorize the Director of the Department of Social Services, or his designee, to sign  Amendment #1 to Agreement #A-12272 with Hartnell College to provide additional foster and relative caregiver training to Seneca Family of Agencies for an additional $92,802 for the period January 1, 2013 through June 30, 2013 for a not to exceed amount of $779,842; and
 
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the contract amount, as amended, and do not significantly change the scope of work; and
 
c. Approve and authorize the Auditor-Controller to amend the FY 2012-13 Department of Social Services 5010-001-8262 (SOCOO5) Budget to increase appropriations and estimated revenues in the amount of $92,802 (4/5th Vote Required).
 
SUMMARY/DISCUSSION:
The Department of Social Services (DSS), Family and Children's Services (FCS) Branch, is the local Child Welfare agency.  DSS contracts with Hartnell College to provide 1) training for current and prospective foster, relative and non-related extended family member caregivers, adoptive parents and local agency employees; and 2) support for foster home recruitment activities.  This amendment funds additional foster and relative caregiver training to Seneca Family of Agencies.  If the Board approves this amendment, Hartnell College shall begin providing additional training to Seneca Family of Agencies around February 25, 2013. The Department receives annual Title IV-E federal and state reimbursement to provide these services, and Hartnell will be providing the County's match through in-kind services.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor-Controller and Purchasing have all reviewed and approved this amendment.
 
FINANCING:
This agreement is funded through Title IV-E Federal and State revenues for Foster Care trainings and recruitment activities. The County's required match will be provided by Hartnell College through in-kind services.  There is no impact to the General Fund Contribution.
