RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a no extension Amendment No. 1 to Alcohol and/or Drug Service Agreement A-12777 with

Community Human Services for the provision of alcohol and drug recovery services adding

$829,461 (and increasing the total annual liability to $2,375,294 for Fiscal Year (FY) 2015-16,

$2,375,294 for FY 2016-17, and $2,375,294 for FY 2017-18), for a new revised total Agreement amount of $7,125,882 for the full term of FY 2015-16 through FY 2017-18.

 

SUMMARY/DISCUSSION:

Community Human Services (CHS) provides residential and non-residential alcohol and drug recovery services for Medi-Cal, Non-Medi-Cal, Drug Treatment Court and CalWORKS eligible Monterey County residents. CHS continues to provide services to Monterey County men and women age 18 or older with primary addiction to drug(s). Intravenous drug users and HIV+ clients will receive priority admission.

 

This Amendment No. 1 revises the FY 2015-16 through FY 2017-18 drug treatment rates to reflect FY 2015-16 Drug Medi-Cal rates published by the Department of Health Care Services (DHCS), adds AB109 funding to Program 6: Outpatient Drug Free for FY 2015-16 through FY 2017-18 to serve the AB 109 population; and increases Drug Medi-Cal funding in Program 3: Outpatient Narcotic Treatment Program for FY 2015-16 through FY 2017-18 for additional drug treatment services.  Amendment No. 1 is retroactive to July 1, 2015 because DHCS did not release the rates in time to amend the contract prior to the beginning of the contract start date.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The County Counsel and Auditor-Controller have reviewed and approved Amendment No. 1 as to legal form and fiscal provisions, respectively.  Amendment No. 1 is on file with the Clerk of the Board.

 

FINANCING:

This Agreement is funded 100% by State and Federal Alcohol and Drug Prevention dollars.  There are sufficient revenues and expenditures included in the Health Department’s FY 2015-16 Adopted Budget (4000-HEA012-8410) to cover the increased amount of $2,375,294.   The remaining funds of this Agreement will be included in the Requested Budgets for FY 2016-17 through FY 2017-18.
