RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
Accept Final Report on completion of all items of work described in EPO 0510, more fully described as the "Carmel Valley Road Eucalyptus Tree Risk Mitigation Pruning Project" that included pruning of the 6 Historic Eucalyptus Trees along Carmel Valley Road at Boronda Road.
 
SUMMARY/DISCUSSION:
On December 9, 2013, the Director of Public Works notified the Board that it was necessary to take emergency action to perform safety mitigation pruning and stabilization for 6 eucalyptus trees along Carmel Valley Road under an Emergency Purchase Order (0510) in November 2013.  These 6 trees are part of a group of 33 trees known as the Carmel Valley Road-Boronda Road Eucalyptus Tree Row, or as "The Row".  The trees are located on the south side of Carmel Valley Road and on Boronda Road, and listed on the National Register of Historic Resources on January 10, 2008.  Because the trees lie within the County right-of-way, Monterey County RMA-Public Works Department has assumed responsibility for the maintenance of these trees.  
 
The safety mitigation pruning work and restoration of private property has been completed, with the exception of fence painting, which will be completed within the next few months and funded from the Road Fund.  In addition, the property owners are expected to submit a claim for increased water use & costs required by the new planting establishment period, sandy soil and drought conditions.  
 
OTHER AGENCY INVOLVEMENT:
RMA - Public Works has collaborated with the Planning Department; the Historic Resources Review Board; Office of the County Counsel, Contracts/Purchasing; Finance and Auditor-Controller Office.
 
FINANCING:
This emergency action did not impact the General Fund.  Emergency Purchase Order (EPO) 0510 was funded in the amount of $120,000.  Final costs are $115,912.26 and financed from current appropriations within the Road Fund, 002-3000-8195 RMA 012.  Outstanding costs related to potential property owner reimbursement of water use for plant establishment will be financed from the Road Fund.
