RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a.  Approve and authorize the Director of Health or Assistant Director of Health to execute a non-standard Agreement with Clinisys, Inc., for software maintenance/technical support based upon eleven user licenses purchased and owned by County of Monterey for the ApolloLIMS Laboratory Information Management Software, technical support for device interfaces, technical support for data interfaces, and professional services not covered under the standard recurring support costs on an as-requests, as-approve basis, effective upon execution through June 30, 2026, for a total agreement amount not to exceed $165,189;

b.  Approve non-standard risk provisions in the Agreement as recommended by the Director of Health; and

SUMMARY/DISCUSSION:

The Health Department’s Public Health Laboratory (PHL) is responsible for providing testing services to identify microorganisms that cause disease including bacteria, fungi, viruses, and parasites. The PHL provides testing with associated whole genome sequencing for communicable disease surveillance purposes, surge events and other public health emergencies. The PHL also serves as a reference laboratory for local hospitals and health care agencies.

 

The PHL has utilized the ApolloLIMS Laboratory Information Management System since 2012 for testing, reporting, and billing purposes. ApolloLIMS was acquired by Clinisys in April 2022.  This Agreement updates the vendor’s name, but ApolloLIMS services and support will continue as before.   

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 2. Enhance community health and safety through prevention, 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services, and 4. Engage Health Department workforce and improve operational functions to meet current and developing population health needs. It also supports two of the ten essential public health services, specifically: 2.  Investigate, diagnose, and address health problems and hazards affecting the population, and 9. Improve and innovate public health functions through ongoing evaluation, research, and continuous quality improvement.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

This agreement is for the amount of $165,190, through June 30, 2026.  The cost will be distributed approximately evenly in the amount of $55,063 in each of the three years FY 2023-24, FY 2024-25, and FY 2025-26.  Funding for the first year is financed 26% by the Epidemiology and Laboratory Capacity (ELC) grant funds, 37% Public Health Laboratory fee revenue, and 37% Health Realignment.  The second and third years will be funded by 50% Public Health Laboratory fee revenue and 50% Health Realignment.  There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2023-24 Requested Budget.
