SUMMARY/DISCUSSION:

This Agreement will provide community-based outreach and awareness efforts in Salinas and South Monterey County, training on issues of Commercial Sexual Exploitation (CSE) for first responders and other county and community-based agencies who service this population, and specialty services for identified minors who have been victims of CSE. In addition, YWCA will partner with other CSEC program partners to plan and host an annual awareness event during Human Trafficking Awareness Month in January.

Since its inception in 2015, the Department of Social Services (DSS) has identified approximately 115 minor children who have been victimized by sex trafficking and/or exploitation. Through its partnership with YWCA, DSS will continue to raise awareness and education throughout the community and increase the number of children who can be identified and served through this program.

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

FINANCING:

This agreement is fully funded by CSEC program funds from the California Department of Social Services (CDSS). Sufficient appropriations and estimated revenues are included in SOC005 in the FY 2020-21 Recommended Budget. FY 2021-22 costs will be included in the corresponding budget request.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Administration and Health and Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department of Social Services to identify and provide services to youth who are survivors of Commercial Sexual Exploitation or Sex Trafficking.
