Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Contracts/Purchasing Office to sign Amendment No. 2 with Social Policy Research Associates to provide Consulting Services for the development of an integrated gang violence prevention action plan for an additional amount of  $42,486, for a not to exceed total of  $178,484; and
b.      Approve a transfer of $139,208 from General Fund Contingencies, Appropriation Unit CAO020 to CAO Administration, Appropriation Unit CAO001; and
c.      Approve and authorize the  Auditor-Controller to increase appropriations CAO-Administration, Appropriation Unit CAO001 and decrease appropriations in the amount of  $139,208 General Fund Contingencies, Appropriation Unit CAO020 (4/5th Vote Required).
 
SUMMARY/DISCUSSION:
The County Administrative Office is responsible for the Monterey County Gang Violence Prevention Initiative. A Monterey County Gang Violence Prevention Strategic Plan was presented to the Board of Supervisors and approved in May 2013.  The plan serves as a framework that emphasizes the requirement of serious and sustained collaboration among stakeholders and significant involvement by the public at large.  County departments and partner agencies support activities along the continuum of prevention, intervention, suppression, and reentry services. Further development of the plan is required to include specific strategies to coordinate internal and external partners and evaluate of current practices that will assist the initiative's staff in further developing short term and long term goals as well as establishing measurable outcomes and objectives. As part of Amendment No. 1, "Action Plan Design Labs" were initiated in order to facilitate plans for developing plans to prevent gang violence by aligning interests and leveraging strengths.  This proposed amendment funds additional consulting services provided by Social Policy Research Associates to include three (3) more Action Plan Design labs (see attached Scope of Work dated November 15, 2013). If the Board approves this amendment, Social Policy Research Associates shall begin providing these additional consulting services around January 1, 2014.
Funding for the development of the an integrated gang violence prevention action plan was not included in the FY2013-14 Adopted Budget and is now being requested along with Amendment No. 2.
 
 
OTHER AGENCY INVOLVEMENT: On November 26, 2013, the Budget Committee supported this action.  The Office of the County Counsel has reviewed and approved Amendment No. 2 as to form and legality.  The Auditor-Controller has also reviewed the proposed Amendment and concur in the recommendation.
 
FINANCING:
The General Fund Contingencies amount being requested represent $96,722 that was approved in FY 2012-13 but not expensed and not carried over to the FY 2013-14 Adopted Budget, and $42,486 for funding needed for Amendment 2,  which represents the total recommended contingency amount of $139,208.
 
In FY2012-13, the Board approved $135,998 from General Fund Contingencies as follows:
 
·      September 11, 2012 - $40,000 for Monterey County Gang Violence Prevention Strategic Plan which was completed and presented to the Board on May 21, 2013.
 
·      March 19, 2013- $95,998 for development of Integrated Gang Violence Prevention Action Plan (Amendment 1), which is one of the recommendations of the strategic plan.
 
Both actions taken by the Board represent $139,998 approved toward the Monterey County Gang Violence Prevention Strategic Plan and the associated Integrated Gang Violence Prevention Strategic Plan, during FY 2012-2013. Only $39,276 of the approved $135,998 was expensed in FY 2012-13. The remaining funding in the amount of $96,722 was not carried over to FY2013-14 and is now being requested.
 
Funding for Amendment No. 2 in the amount of $42,486 is being requested in order to complete the development of an Integrated Gang Violence Prevention Action Plan as discussed earlier.  
General Fund Operational Contingencies are sourced with one-time funding. Any use of General Fund Contingencies may require reductions in other programs to continue the program. FY 2013-14 budgeted General Fund Contingencies is $4,794,358.  Thus far, no transfers from General Fund Contingencies have been approved by the Board in FY 2013-14.  With this requested action to transfer $139,208 from contingencies, the remaining General Fund Operational Contingencies budget would be $4,655,150.
