RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #1 to the Agreement with Legal Services for Seniors to provide legal support services to Monterey County seniors by adding $242,327 for a new contract total of $394,973 and to extend the term through November 30, 2023; and

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to the agreement where the total amendments do not exceed 10% ($39,497) of the contract amount and do not significantly change the scope of work.

SUMMARY/DISCUSSION:

This amendment adds funding to increase the following existing legal and public education services to seniors, their caregivers, and to professionals working with seniors in Monterey County: 

                     Legal assistance and community education for seniors 60 years of age or older, including legal advice, counseling and/or representation by an attorney or other person acting under the supervision of an attorney.

                     Legal resources when assisting a caregiver of any age providing care and support for a senior age 60 or over, involving one-to-one guidance provided by an attorney, or person under the supervision of an attorney, in the use of legal resources and services when assisting a caregiver with caregiving-related legal issues.

                     Public education and training of professionals to develop, strengthen, and carry out programs for the prevention, detection, assessment, treatment of, intervention in, investigation of, and response to elder abuse, neglect, and exploitation, including financial exploitation.

This amendment is in response to an increase in federal funding which is being passed through to the Contractor to meet increased demand for services.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

FINANCING:

Funding is provided by the Older Adults’ Recovery and Resilience Funds - Home and Community Based Services. Sufficient appropriations and estimated revenues of $121,164 for the Area Agency on Aging’s 001-5010-SOC010 are included in the Fiscal Year(FY) 2022-23 Adopted Budget and the remaining funds of $121,163 will be included in the FY 2023-24 budget process.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition services to seniors in Monterey County.
